Duros Land Properties, Inc: Which Cebu Entity Signs, and What DHSUD Has Licensed

If you are buying into a Duros Land Properties project in Cebu, the first thing to get straight is which company you are actually contracting with. Four separate entities carry the Duros name across the group's own websites and press coverage, and only one of them is the developer selling you a lot or a condominium unit.

Duros Land Properties, Inc. is the real estate development arm. Duros Development Corporation is a separate construction and contracting firm with its own website and its own board. San-Vic Holdings, Inc. sits above both as the family holding company. Duros Hotels Inc. runs the group's hotel operations. The company's own about page states the position directly: Duros Land Properties "is an offspring of Duros Development Corporation," with the group operating under San-Vic Holding Company, Inc. InsiderPH, reporting on 6 January 2026, named more than ten San-Vic subsidiaries including both Duros entities.

This matters because contracts, licences and liability attach to a named corporation, not to a brand. A DHSUD licence held by one entity says nothing about another.

Registration and licensing: what is confirmed and what is not

The group's Cebu operating base is at Yati, Duros Complex, Liloan, in Central Visayas. The developer's own news archive and a MyCebu.ph report from 15 October 2021 marking its tenth year both point to a founding around 2011. The Philippine Star, writing on 5 March 2023, described the group's WoodLand Park Residences as having opened roughly twelve years earlier, which is consistent.

The SEC registration number is not published anywhere that could be located, and the exact incorporation date is likewise unconfirmed. A buyer who wants both can request a certified company profile directly from the Securities and Exchange Commission, and for a purchase of any size that is worth doing.

On the housing regulator side, one licence is documented. The company announced on 30 July 2025 that its project The Mentigi Point, at Lower Bantigue in Barangay Agujo, Daanbantayan, had been "recently granted TLTS No. 061 by the Department of Human Settlements and Urban Development." InfoCebu carried the same detail the following day, rendering it as "DHSUD TLTS: 061 series 2025" and naming Duros Land Properties Inc as the developer. The issuing regional office and the exact issue date are not stated in either source.

For every other project in the portfolio, no License to Sell number and no Certificate of Registration number could be found. That is an information gap rather than a finding about compliance. Philippine developers are not obliged to publish these numbers on their websites, and DHSUD does not maintain a complete searchable public index of them. The way to close the gap is to ask the sales agent for the LTS and CR numbers covering the specific project and phase, then verify them with the DHSUD regional office. One near-miss is worth flagging: a Land Asia listing page for Lataban Estates displays HLURB Certificate of Registration No. HLURB-CVR-17-0055, but that number belongs to Land Asia Realty and Development Corp., the listing brokerage, and should not be read as the developer's licence.

No court case, no DHSUD or HLURB adverse decision, no SEC advisory and no published regulator warning naming either Duros entity surfaced in any accessible source. When Cebu Daily News reported on 10 March 2026 that six Cebu upland projects faced cease-and-desist orders from the city's environment office, the named respondents were San Lorenza Development Corporation, Hallay's Ville, the Suico property, JT AYNE Constructions, Powerplus Aggregates Systems Co. Ltd. and PLD Construction and Development Inc. Neither Duros company was among them. Philippine adjudication records from the Human Settlements Adjudication Commission and regional DHSUD offices are largely not indexed online, so an absence of published cases is not proof that none exist.

Who runs it

Rafaelito A. Barino has been named chairman of Duros Land Properties Inc in Cebu Daily News on 26 October 2020, in MyCebu.ph on 15 October 2021, and as far back as a Freeman report of 13 December 2014. InsiderPH also identifies him as chair of San-Vic Holdings Inc.

Fe Mantuhac-Barino is named as president of Duros Land Properties Inc by SunStar Cebu on 12 October 2021 and by Cebu Daily News on 28 February 2023, which describes her as president of both the developer and Duros Hotel Inc. InsiderPH names her president of San-Vic Holdings. She also appears on the Duros Development Corporation board page as a director of that separate company.

Three further operating officers are named in Cebu Daily News reporting of 29 May 2023: Rhea Mantuhac-Andales as chief finance officer, Allan Ballesteros as sales and marketing head, and Errick Casel as technical head. The board page of Duros Development Corporation separately lists Joselito H. Mantuhac and Hilario H. Mantuhac Jr., and Kim M. Raza as its chief financial officer. Those three are officers of the construction company, not of the developer.

No SEC filing naming the incorporators or the statutory board of Duros Land Properties Inc could be obtained. Every name above comes from press reporting or company material.

Announced against delivered

The delivery record is the part a buyer can partly reconstruct from the public trail, and it is mixed in the way most mid-sized developers' records are.

WoodLand Park Residences at Yati opened around 2011 and the Philippine Star described it as sold out by March 2023.

One Tectona, a fourteen-storey condotel and business centre at Barangay Yati, topped off in October 2020 with the hotel then targeted to open in the fourth quarter of 2021. MyCebu.ph reported the target moved to mid-2022. It soft-launched on 24 February 2023 and the Philippine Star reported it as officially open that same date with 102 rooms. That is roughly fifteen months later than the original public target, which is a delay worth knowing about but a completed building at the end of it.

Lataban Estates in Barangay Lataban covers more than 80 hectares, with a 28-hectare first phase launched on 18 May 2023. Cebu Daily News reported half the lots sold at the launch event, and the Freeman reported 100 million pesos in sales as of November 2022. A clubhouse groundbreaking followed in May 2025.

Liloan Golf and Leisure Estate was under construction in October 2021 with completion targeted for December 2021. By January 2023 the target had moved to the first quarter of that year, and by March 2023 nine of the eighteen holes were playable with the rest expected by May 2023.

Bay-Ang Ridge Subdivision at Barangay Sta. Cruz was ongoing in October 2021 and appears as completed in the group's January 2024 state-of-the-company address. Golfers Village and Woodlands Prime were described as upcoming in late 2021, and no source records their completion.

One project should be treated as unresolved. The Freeman reported in December 2014 that a 1.5 billion peso retirement village would break ground in Mandaue "in the next few months," with the primary investor's identity withheld until groundbreaking. No follow-up source confirms it broke ground.

What is missing from this record is turnover dates. Press coverage gives launch dates and sales percentages. It does not give the date on which buyers in a given phase actually received their units or their titles. That is the number that matters most in a pre-selling market, and it is the one no public source supplies. Funding and counterparties

No shareholder register, bank, lender or outside investor for Duros Land Properties Inc is named in any accessible source. The group finance picture is limited to capital commitments reported at group level: 2 billion pesos earmarked for 2023 projects according to the Freeman, and 1.8 billion pesos of projects completed in 2023 by the construction affiliate according to SunStar Cebu.

Named counterparties are sparse. Duros Development Corporation holds a PCAB Triple-A contractor licence and is the group's in-house builder, though no source states a specific contract between it and the developer for a named project. Its first major contract, per InsiderPH, was as subcontractor to Korea-based Dongsung Construction Co. Inc. on the Cebu North Road asphalting project. Land Asia Realty and Development Corp. markets Lataban Estates as a listing brokerage. No architect, engineering consultant, joint venture partner or lending bank on any Duros Land project is named anywhere.
