Crovation Limited Lagos: Lekki and Ibeju Developer Verification Guide (2026)
Crovation Limited Lagos: Lekki and Ibeju Developer Verification Guide (2026)
Crovation Limited is a Lagos real estate developer established in 2014 as a subsidiary of J3 Holdings, with head offices at 2C Abeke Animashaun Street in Lekki Phase 1 and a secondary address at 8B Ibezim Obiajulu Street, Off Adelabu, Surulere. The company runs estates of serviced plots across Lekki and Ibeju, alongside property management, sales and rental brokerage, and valuation services. For diaspora buyers, Crovation's land-banking and serviced-plot model creates a specific verification routine that differs from a typical apartment off-plan purchase.
What "serviced plot" actually means
Crovation's primary product is serviced plots, not built units. A serviced plot is a land parcel sold with the infrastructure (access roads, drainage, electrical reticulation, perimeter security) installed by the developer. The buyer either builds independently to the estate design guide or contracts with the developer for a build-out. This is a different transaction than buying a completed apartment.
The legal structure for a serviced plot purchase in Lagos involves three documents:
1. The sale agreement and deed of assignment for the specific plot
2. The estate's Governor's Consent or C of O (the master title)
3. The Deed of Sub-lease or Sub-deed that creates the buyer's interest under the master title
Some Lekki and Ibeju developers issue only a "Contract of Sale" without the underlying deed structure, on the basis that the master title is still being perfected. A diaspora buyer should not accept a Contract of Sale alone for more than 6 months past payment. The title perfection process at the Lagos State Lands Registry takes 4 to 18 months depending on the parcel, and developers that fail to complete it are signaling either administrative incompetence or worse.
What to verify for a Crovation parcel
The standard Lagos verification routine applies, with serviced-plot-specific additions:
1. CAC extract for Crovation Limited (RC number searchable at search.cac.gov.ng). Confirm directors, share capital, and the J3 Holdings parent relationship.
2. Master title for the estate. Pull a copy directly from the Lagos State Lands Registry through your independent lawyer. For Ibeju-Lekki parcels, also check the excision gazette to confirm the land has been released from state acquisition.
3. LASPPPA layout approval for the estate. The 176-estate sealing list published by the Lagos State Government in May 2026 affected multiple Ibeju-Lekki developments. The approval file number is checked at the LASPPPA office in Alausa.
4. Survey plan with SURCON registration number and cadastral coordinates that match the Office of the Surveyor-General of Lagos State records.
5. Estate development charge schedule. Serviced plot estates typically charge an annual maintenance and security fee. Get the fee schedule and the underlying budget. A poorly capitalized estate management corporation produces deteriorating infrastructure that hurts both your usage and your resale value.
6. Build-out timeline restrictions. Most Lekki serviced plot estates require buyers to commence construction within 12 to 36 months of purchase, with penalties for non-compliance. Confirm the timeline and the penalty structure before you buy.
The Ibeju-Lekki enforcement context
Ibeju-Lekki was the most heavily affected area in the May 2026 LASPPPA enforcement wave. The 176 sealed estates spanned multiple developers, with the common factor being either missing layout approvals, fabricated approval documents, or build-outs that exceeded the approved layout. The Lagos State Government has signaled continued enforcement through the rest of 2026.
For Crovation specifically, ask whether any of its current Lekki or Ibeju estates appear on the LASPPPA sealing list. The list is not fully published online, but the relevant LASPPPA enforcement office maintains the file. Your appointed surveyor should be able to confirm in person.
The diaspora purchase routine
A diaspora buyer purchasing a Crovation serviced plot remotely should structure the transaction as follows:
- Use a Power of Attorney executed at the Nigerian consulate in your country of residence, notarized and apostilled as the destination country requires. The POA appoints your Nigerian lawyer to sign documents on your behalf.
- Run all payments through a Nigerian commercial bank with SWIFT advice noting the property purchase purpose code, to preserve future repatriation rights through the CBN's investor and exporter window.
- Insist on escrow for any installment portion beyond initial deposit, as required by the Lagos State Real Estate Regulatory Authority Law of 2024.
- Schedule a physical inspection by your appointed surveyor before final payment, with photographs and video of the actual parcel and surrounding infrastructure.
For a built-out construction phase after the plot purchase, the verification routine expands to building plan approval at LASPPPA, mechanical and electrical compliance certificates, and a defect liability period in the build contract. Many diaspora buyers underestimate the project management burden of the build-out phase. Budget for an independent project manager unless your timeline allows annual physical visits.
The Crovation operating model
Crovation as a J3 Holdings subsidiary benefits from the parent group's longer corporate history and broader balance sheet. That is a positive, but it does not substitute for documentary verification at the estate level. The relationship between a parent and a subsidiary's individual estates is governed by Nigerian corporate veil rules, which protect parent companies from subsidiary liabilities in most circumstances. A buyer's claim is against the specific Crovation SPV holding the estate, not against J3 Holdings.
The Surulere secondary office reflects Crovation's diversification beyond pure Lekki-corridor inventory. Surulere is a mainland Lagos market with very different demand drivers (urban regeneration, infill projects, mid-density apartments) than Lekki. Different estates carry different risk profiles.
