No. A foreigner cannot own land in the Philippines, and no visa changes that. The prohibition sits in the 1987 Constitution, Article XII, Section 7, which restricts ownership of private land to Filipino citizens and to corporations that are at least 60 percent Filipino-owned. This is a constitutional rule, not a regulation an agency can waive, which is why every workaround you will read about is either a narrow legal exception or a scheme that ends badly.
The most common misunderstanding involves the Special Resident Retiree's Visa. The SRRV, administered by the Philippine Retirement Authority, gives a foreigner indefinite residency and some tax and import perks. It does not give the right to own land. Residency status and land ownership are two entirely separate questions under Philippine law. You can hold an SRRV for the rest of your life and still not be permitted to hold title to a single square metre of Philippine land in your own name.
What foreigners can actually own
Foreigners can own condominium units. Under the Condominium Act (Republic Act No. 4726), a foreigner may hold a unit in freehold, provided that foreign ownership across the entire condominium project does not exceed 40 percent. This is the well-known 40 percent rule. It operates at the project level, not per buyer, so if foreign buyers already hold 40 percent of the aggregate floor area in a development, no further units can be sold to foreigners in that building, regardless of your budget.
