BRG Group and the North Hanoi Smart City: Announced in 2019, Still on Phase One

BRG Group announced a 272-hectare smart city north of Hanoi in October 2019, with Sumitomo Corporation as an equal partner and an eventual headline figure of 4.2 billion US dollars. Nearly seven years later, the work under way on the site is phase one technical infrastructure, and the contractor for that phase was appointed only in January 2026. The original schedule had phase one finishing in the fourth quarter of 2025.

That gap between announcement and construction is the most useful thing a buyer can know about BRG Group, and it is visible entirely in state media and partner press releases rather than in anything adversarial. It is also not the only project where the pattern shows.

The company and who runs it

BRG Group is a private Vietnamese conglomerate founded in 1993, headquartered at 198 Trần Quang Khải in Hoàn Kiếm, Hanoi, with roughly 22,000 employees across golf, hotels, retail, banking and property. Nguyễn Thị Nga is founder and chairwoman, a description used both by the company and by state outlets including Nhân Dân and Báo Đầu tư. Vietnamese business registry records list her as the legal representative of Công ty Cổ phần Tập đoàn BRG, enterprise code 0107087250, registered on 5 November 2015 at the group headquarters address and currently active.

A second, older entity also carries the BRG name, code 0104395225, established on 29 December 2009 at 18 Lý Thường Kiệt, with Lê Hữu Báu as legal representative. The precise relationship between the two is not something I could establish from any public filing, and neither is the parent's charter capital or its shareholder register. BRG is unlisted and does not publish audited group financials.

The group's banking relationship runs through SeABank. VietnamFinance reported in May 2026 that Nguyễn Thị Nga is vice chair of SeABank's board holding 4.221 percent, with her family collectively above 9.5 percent. Vietnam Business Insider, working from SeABank's October 2024 disclosure of shareholders above one percent, reported that 13 of 17 major shareholders had direct or indirect links to the family or the group, together around 42.959 percent. VietTimes has documented SeABank appearing as secured lender against collateral from several BRG-ecosystem golf and property companies. None of that reporting alleges impropriety, and none is presented here as doing so, but it is the financial context in which the group's projects are funded.

North Hanoi Smart City, announced against built

Sumitomo Corporation's own release of 7 October 2019 announced the joint venture for a smart city on 272 hectares in Đông Anh, north of Nhật Tân Bridge, in five phases, and stated the project would commence after Hanoi approved a partial revision to the master plan. The joint venture company, North Hanoi Smart City JSC, was registered two days earlier on 5 October 2019.

Dân trí reported in November 2023 that the venture's charter capital had been raised from 3,538 billion to 14,260 billion dong, with Sumitomo holding 50 percent at 7,130 billion. The Investor reported the 4.2 billion dollar total and a target completion in the fourth quarter of 2032, with a 108-storey tower as centrepiece. SOM won the international design competition for that tower in August 2024.

The sequence since then is the part worth reading carefully. Nhịp sống Kinh doanh reported in August 2025 that after the initial 2019 groundbreaking the project remained inactive pending planning adjustments, that the master plan revision was approved in July 2023, that the city handed over roughly 262 hectares in July 2024, and that the developer paid nearly 10,000 billion dong for land use rights in the first half of 2025. Its reporters visiting the site in August 2025 found a few vehicles doing land preparation and most gates closed.

In between, Hanoi's People's Committee asked aviation and defence authorities in February 2024 to assess whether the 639-metre tower would interfere with flight procedures at Nội Bài airport, roughly 16 kilometres away. Prime Minister Phạm Minh Chính received a Sumitomo executive in July 2025 and urged that the project be carried out seriously, quickly and legally. In May 2026 Hanoi's party chief instructed agencies to respond on permitted population density so developers could expedite construction.

VietnamBiz reported in February 2026 that construction of certain items had begun and that Delta Group had been appointed phase one infrastructure contractor at the start of that year. No completed buildings have been reported. The tower has a designer and no reported construction start.

Groundbreaking dates conflict across outlets because there were several ceremonies. The cleanest reading is an initial ceremony in 2019, a launch announcement in 2023, and a restart ceremony in August 2025.

The rest of the portfolio

BRG Group has delivered real assets, and the golf and residential record is more straightforward than the smart city.

Kings' Island Golf Club at Đồng Mô runs 54 holes across three courses opened in 1993, 2004 and 2018. Legend Hill at Sóc Sơn is open. Golden Sands Golf Resort in Huế opened on 28 September 2024, an 18-hole Nicklaus design, with Nguyễn Thị Nga present as the investor's chairwoman. On the residential side, BRG Diamond Residence at 25 Lê Văn Lương in Hanoi, two 35-storey towers and 662 apartments built by Hòa Bình, broke ground in July 2016 and is recorded as handed over in the second quarter of 2022.

The hotels show the announcement gap again. Hilton and BRG announced a dual-branded 610-key project at Hanoi West Lake in December 2016 targeted at 2020, and I found no reporting of either an opening or a cancellation. A Waldorf Astoria Hanoi was announced in October 2022 as a 187-key conversion of the BRG-owned Hilton Hanoi Opera targeted at 2025, with the existing hotel closing in December 2022, and no opening announcement has followed. Four Seasons Hotel Hanoi at Hoan Kiem Lake broke ground in January 2017, developed by BRG member company Intimex Vietnam, and appears in trade listings of hotels expected to open in 2026, roughly nine years later.

Regulatory record

I found no government inspection conclusion, regulator sanction, court case or criminal proceeding naming BRG Group, any BRG subsidiary or Nguyễn Thị Nga. The Government Inspectorate's 2022 review of golf projects across nine provinces named inspected agencies rather than companies and did not mention BRG. Inspection Conclusion 1452 in 2021, which referred twelve cases to the Ministry of Public Security, named other companies. Hanoi's May 2026 list of 24 stalled projects facing land recovery does not include a BRG entity.

That is an absence of findings and should be read as nothing more. The only official material with an edge to it is the Prime Minister's July 2025 instruction that the smart city proceed seriously and legally, which is a push on pace rather than a finding of wrongdoing.

What this means for a buyer

BRG Group is a large, established group with delivered golf courses, a handed-over apartment tower and international hotel operators willing to put their names on its buildings. It is also a group whose flagship project has slipped by years against its own published phasing, and whose hotel announcements have repeatedly outrun their opening dates by three to nine years.

The practical response is to buy against completion status rather than against announcements. Ask which subsidiary is the seller, what construction stage the specific building has reached, and what the contract says happens if handover slips.
