Bestlink Construction Pte Ltd: Builder Registers, Grades and the Developer Licence Question

Bestlink Construction Pte Ltd holds four builder and contractor registrations with Singapore's Building and Construction Authority, and it does not appear in the public record as a licensed housing developer. That distinction decides what a buyer can and cannot expect from the company, and it is the single most useful thing to establish before treating any Singapore construction firm as the seller of a home.

The company is registered with UEN 199603379E. Company records published by SGPBusiness, which republishes data from Singapore's Accounting and Corporate Regulatory Authority, give an incorporation date of 11 May 1996, a company type of Exempt Private Company Limited by Shares, and a status of live. The registered address is 15A Senoko Way, Singapore 758037. The primary business activity is recorded under SSIC 41001, general contractors for building construction and major upgrading works, with a secondary activity under SSIC 25111 covering the manufacture of metal doors, window and door frames, grilles and gratings. The UEN and the Senoko Way address are independently confirmed on the Building and Construction Authority's own contractor directory, which is a government source rather than a directory listing.

What the BCA registry shows

BCA's directory entry for Bestlink Construction Pte Ltd lists four workheads under the Contractors Registration System, each with an expiry date of 1 July 2027:

- CW01 General Building, grade B2

- CW02 Civil Engineering, grade C3

- CR06 Interior Decoration and Finishing Works, grade L1

- CR09 Repairs and Redecoration, grade L1

The same entry lists two licensed builder classifications expiring 15 July 2027: GB1, General Builder Class 1, and SB(SS), Specialist Builder for structural steelwork.

Grades are not decoration. BCA publishes a tendering limit for each grade, which caps the value of public sector contracts a firm in that grade may tender for. For the 1 July 2025 to 30 June 2026 period, BCA put the construction workhead limits at S$16 million for grade B2 and S$800,000 for grade C3, with unlimited value reserved for grade A1. Specialist workhead grade L1 carries a S$800,000 limit over the same period.

Read together, those figures describe a mid-sized general builder. A B2 grade in CW01 places the firm four steps below the top of the general building ladder. A General Builder Class 1 licence permits it to carry out building works of any value, which is a separate question from what it may tender for in the public sector. Neither registration says anything about who owns the land, who sells the finished unit, or who holds the buyer's money.

Builder registration is not a developer licence

Singapore regulates the sale of housing separately from the business of building it. The Housing Developers (Control and Licensing) Act 1965 defines housing development as the business of developing, or providing money for developing or purchasing, more than four units of housing accommodation. Section 3(1) of the Act allows the Minister to appoint a Controller of Housing, and section 3(2) makes the Controller responsible for administering it. A firm that meets the housing developer definition needs a licence from the Controller. A firm that builds under contract for an owner does not.

Nothing in the BCA directory, the company's own website or the ACRA-derived company record identifies Bestlink Construction Pte Ltd as a licensed housing developer, and we found no entry for it in any housing developer licence list. That is a description of what the searches turned up, not proof that no such licence exists. Records go missing and lists are published on different schedules. A buyer who needs certainty should ask the company directly for its licence number and check it against the Controller of Housing's register.

The documented delivery record

The company's own project references page lists ten jobs between 2021 and 2026, and every one of them is a single landed house in Singapore. The 2026 entry is 52 Fernhill Road, described as the erection of one three-storey envelope control corner terrace dwelling house with a basement. The 2025 entries cover 50 Fernhill Road, 99 Jalan Langgar Bedok, 87 Tai Hwan Height, 23 Rambai Road and 8 Avon Road. Earlier work listed includes 85 Kheam Hock Road in 2024, 36 Kansai Road and 33 Jalan Chengkek in 2022, and additions and alterations at 29 Poole Road in 2021.

Every project on that list is credited to the company as contractor. No client, developer, architect or consultant is named alongside any of them. That pattern is consistent with a firm working for individual landowners on one-off houses rather than one building blocks of units for sale, and it matches the CW01 B2 grade rather than contradicting it.

The company states on its site that it was established in 1996, and it lists ISO 9001:2015, ISO 14001:2015 and a 45001 occupational health and safety certification alongside bizSAFE STAR. Those are the company's own claims about itself. Certification bodies publish their own registers, and a buyer relying on any of them should verify the certificate number with the issuing body rather than with the company.

What this means for a buyer

Someone who arrives at Bestlink Construction Pte Ltd through a property directory may reasonably assume it sells homes. The public record points the other way. A contractor engaged by a landowner carries obligations to that owner under the building contract. It does not owe a purchaser the statutory protections that attach to a licensed housing developer, including the project account rules that govern how a developer handles progress payments on uncompleted units.

That is not a criticism of the company. Contractors and developers are different businesses, regulated under different laws, and a firm with a valid General Builder Class 1 licence and four current BCA workheads has cleared real regulatory thresholds. The problem is only ever one of mismatched expectations, and it is cheap to resolve. Ask which entity is selling, ask for that entity's housing developer licence number, and check the builder's grade against the size of the job in front of you.
