Bali vs Jakarta: Where Foreigners Should Buy Property in Indonesia in 2026

These are two different markets. Bali sells lifestyle and short-term rental yield to foreign buyers. Jakarta sells urban yield to a domestic-driven tenant pool. Picking between them depends almost entirely on what you want the property to do.

Headline pricing in 2026

Jakarta city centre apartments trade at roughly IDR 27 million per square metre, or about USD 1,700 per square metre at current rates. A small two-bedroom unit in a mid-grade tower in South Jakarta runs around IDR 2.5 billion (USD 175,000). Landed houses in good central neighbourhoods average IDR 5 billion (USD 350,000) and climb sharply in Menteng, Kebayoran Baru, and Pondok Indah.

Bali pricing varies more by zone than by city in Jakarta does by district. Canggu villas have stabilised at USD 2,500 per square metre after the 2022 to 2024 run. Uluwatu and Bingin are still climbing at 10% to 15% year-on-year, trading in the USD 1,800 to USD 2,800 per square metre band. Ubud sits below USD 1,500 per square metre. Beachfront villas in Seminyak and Petitenget routinely list between IDR 10 billion and IDR 25 billion (USD 700,000 to USD 1.75 million).

Median sold price across Bali in 2026 is roughly USD 299,000, with year-on-year price growth slowing from double digits to single digits in established hubs.

Rental yield reality check

This is where the markets diverge.

Bali villas operate on a short-term rental model. Gross yields in the well-managed segment run 10% to 18% in Canggu and Uluwatu. The headline 16% figures floating around come from a small set of high-performing properties with experienced operators. Net yields after management fees (typically 20% to 25% of gross), maintenance, pool service, replacement reserves, and the new Bali tourist levy land closer to 7% to 11%.

Jakarta is a long-term rental market. Yields in South Jakarta and central districts run 4% to 6.5% gross, with much less operating overhead. The tenant pool is local professionals and expatriate executives on company packages. Vacancy is lower than in Bali but per-night revenue does not exist.

If you need cashflow, Bali wins. If you want a quieter capital-preservation play with currency hedging against IDR, Jakarta is more conservative.

Title structure and how it changes the math

In both cities, foreigners are limited to Hak Pakai (Right of Use) personally or Hak Guna Bangunan (Right to Build) through a PT PMA company. The Job Creation Law (Law No. 11 of 2020) and Government Regulation No. 18 of 2021 simplified these structures, but the core options have not changed.

For Bali villas operated as rentals, PT PMA holding HGB is the correct structure because Hak Pakai does not permit commercial use. Investors who buy a Bali villa under personal Hak Pakai and then list it on Airbnb are technically misusing the title. Enforcement has tightened since 2024.

For a Jakarta apartment held as a long-term investment or pied-à-terre, Hak Pakai through a Second Home Visa is workable. Minimum purchase price thresholds apply: Jakarta requires IDR 5 billion for landed property and IDR 3 billion for apartments under the regional minimum price regulation, with Bali at similar levels for prime areas.

Transaction costs

Closing costs are functionally identical in both markets: 5% BPHTB (acquisition tax), 11% PPN if buying new from a VAT-registered developer (waived for second-hand), 1% notary and PPAT fees, and BPN registration. Foreign buyers without an Indonesian tax number pay 20% withholding on resale instead of the standard 2.5% final income tax, which makes getting an NPWP early worth the effort if you ever plan to sell.
