Bali Real Estate Briefing - April 13, 2026

Market Snapshot:Bali's property market is quietly regaining its footing after a couple of years of recalibration. Buyers are more analytical than ever, developers are picking their projects carefully, and the regulatory environment is tightening in ways that should actually help long-term investors. The mood right now is cautious optimism: less frenzy, more fundamentals.

1. New Project Launches

-PARADYSE x OXO: "The Bank" in Pererenan. The biggest new-project story this week comes from proptech platform PARADYSE Homes, which announced a partnership with Bali luxury developer OXO to list "The Bank" - a freehold six-bedroom riverside villa in Pererenan. This is the first freehold property on the PARADYSE platform, marking a notable step beyond the co-ownership model the company launched with. The villa is scheduled for completion in Q4 2026 and is being marketed with an 8% projected rental yield and 7% expected capital appreciation. Freehold titles (where an Indonesian structure owns the land outright rather than leasing it) are rare in the foreign buyer market and tend to command significant price premiums. 2. Foreign Buyer Policies

-The STR licensing deadline has passed - and enforcement is now real.March 31, 2026 was the cutoff for all short-term rental properties listed on Airbnb, Booking.com, and Expedia to hold a valid NIB (Business Identification Number) plus the correct tourism operating license (either a Pondok Wisata permit for homestay-style properties, or a TDUP for larger commercial operations). That deadline is now behind us, and the mechanism is platform-driven: OTAs are expected to de-list properties that cannot show verified credentials. Industry observers had estimated that as many as 40% of currently listed villas may not have been compliant before the deadline. For foreign investors, this is a two-sided story: noncompliant properties face lost revenue and potential government penalties including fines and demolition, but compliant, licensed properties are set to benefit from reduced supply on the major booking platforms. -Nominee arrangements are now a criminal matter.Bali's Governor signed Local Regulation No. 4 of 2026 (Perda 4/2026) on February 24, adding criminal sanctions - up to five years in prison and a fine of IDR 1 billion - for anyone involved in a nominee structure (where a foreigner registers property under an Indonesian citizen's name). This isn't entirely new ground, but the shift from civil to criminal liability is significant. Foreigners still have legitimate paths to property ownership, including leasehold agreements, Hak Pakai (Right to Use) titles tied to a valid residency permit, or ownership through a PT PMA (foreign-owned Indonesian company). -A new national land valuation system is coming in May.Indonesia's Ministry of Agrarian Affairs is rolling out Regulation No. 3 of 2026 next month, introducing a "Single Land Value" framework. The idea is to replace the patchwork of outdated local valuations with standardized digital Land Value Zone Maps based on actual transaction data. For investors, this could affect notarial deed calculations, acquisition taxes, and land certificate values going forward. Source:Seven Stones Real Estate, 2026

3. Market Trends and Pricing

-Fresh data from 16,000+ active listings.Real estate analytics platform Propertia published a market data report on April 8, 2026 pulling from over 16,000 Bali property listings. Key headline figures: a three-bedroom villa in Uluwatu carries a median asking price of around USD 369,000, while Seminyak leads the island for freehold listings at a median of USD 617,000. Freehold premiums over equivalent leasehold properties vary widely, from essentially nothing in some areas to as much as 82% in prime corridors. The sale-to-asking price ratio sits at approximately 94%, meaning buyers are typically negotiating about 6% off listed prices. Properties are taking around 95 days on average to sell. -Canggu-area boutique villas are running hot.Occupancy rates for well-positioned boutique villas in the Canggu and Pererenan corridor reached 75-90% in early 2026, driven by the continued pull of the digital nomad and long-stay traveller demographic. Uluwatu is the standout for yield, with ocean-view and near-cliff villas reporting net yields of 12-18% for professionally managed properties. Source:International Property Alerts, 2026

-International arrivals hit 6.95 million in 2025.Bali recorded 6.95 million international visitors in 2025, up nearly 10% from 2024's 6.33 million. Combined air and sea arrivals pushed total international visitors past the seven million mark for the first time. Tourism volume remains the underlying engine of Bali's short-term rental market. -Who's buying.PARADYSE Homes' buyer data offers a useful snapshot: their platform attracts purchasers from Australia, the UK, Germany, France, the Netherlands, Singapore, and India. Australian and European buyers continue to dominate the foreign buyer pool across the market broadly, with Singaporean interest steady. Source:Daily Tribune Press Release, April 13, 2026

4. Infrastructure and Development News

Nothing new this week.

*Background context: The Gilimanuk-Mengwi Toll Road (96 km connecting western Bali to Badung) remains the biggest infrastructure story of the year. The project was removed from Indonesia's National Strategic Plan earlier in 2026 but continues under separate programming. Construction is split across three sections and realistically targeted for completion in 2027-2028. The Jimbaran Underpass (IDR 350 billion) is tracking toward an August-September 2026 groundbreaking. The North Bali Airport remains under administrative evaluation with no official location permit issued yet.*

5. Notable Developer Activity

-PARADYSE Homes crosses USD 2 million in sales volume. In under eight months of operation, the Bali-based proptech platform has surpassed USD 2 million in gross merchandise value (GMV), completing 40 individual property sales and selling five complete villas. The company is now expanding its model from fractional co-ownership (buyers purchase 1/8 equity shares, receiving 44 nights of personal use per year with remaining nights rented out) to full-villa acquisitions. Backed by Iterative and The LAB, with advisors from the founders of Divvy and Zenyum, PARADYSE is positioning itself as a compliance-first platform for international buyers who want managed Bali real estate exposure without having to be on the ground. -OXO BaliIs the development partner behind "The Bank" in Pererenan (see New Projects above). OXO Living handles branded management for the property and has been active in the Canggu-Pererenan corridor. No separate announcement this week beyond the PARADYSE partnership.

-Mirah Investment and DevelopmentRemains one of the most active large-scale developers on the island, with over 1,000 units currently under construction across 17 active developments. Their Kiara Beachfront project (a 98-apartment serviced residence directly on the shoreline) is on track for a 2026 opening. No new announcement this week. Source:Mirah Developments, 2026
