Arna Development in Phuket: One Building Delivered, One Still on Paper
Arna Development sells two things in Phuket right now, and they carry very different risks. Space Cherngtalay Condominium is recorded as completed in July 2025, and its units have since appeared on resale and rental listings across several Thai portals. Serrana Lakefront Pool Villas is still off-plan, with nothing yet built. A buyer wiring a deposit this month is making one of two quite different decisions, and the marketing material for both sits on the same page.
That gap between a finished building and a rendering is where most of the money is lost in Phuket, so it is worth setting out what the public record actually shows about this developer, what it does not show, and what a buyer can check before transferring funds.
The two projects
Space Cherngtalay Condominium sits in Choeng Thale, in Thalang district on Phuket's west coast. The project listing records 170 units in a single eight-storey building on a site of roughly 3,208 square metres, with a completion date of July 2025. Sale prices on the portal run from about 94,600 to 258,279 US dollars, and rental listings for the building are live, with two-bedroom units advertised at around 65,000 baht a month.
The fact that units are being resold and let is the most useful signal available. Off-plan projects that quietly stall do not generate a secondary market. Thailand-Property lists 38 units for sale and rent in the building and KaiBaanThai lists 47, which is consistent with a building that was handed over and is now occupied.
Serrana Lakefront Pool Villas is a different proposition. It is in Si Sunthon, also in Thalang, and comprises 20 villas of three and four bedrooms across a project area of 15,817 square metres. The listing status is off-plan. Prices start at roughly 1.46 million US dollars and run to about 1.89 million. The payment schedule is staged against construction milestones, with instalments tied to foundation, main structure, roof and walls, finishing, and handover.
Staged payments of that kind are the standard protection in Thai off-plan sales, and they are only as good as the buyer's willingness to withhold the next instalment when a milestone slips. That is a contractual discipline, not a regulatory one.
Where the sources disagree
One discrepancy is worth flagging. FazWaz records Space Cherngtalay Condominium as completed in July 2025. Home In Phuket, profiling the same developer, lists the same project with a status of off-plan and a starting price of 3.4 million baht. Both pages were live at the time of writing.
Listing portals update at different speeds, and a stale status on one aggregator is a common and fairly mundane explanation. It is not evidence of anything on the developer's part. It is, however, a reminder that portal status fields are secondary data. The only authoritative record of whether a Phuket building has been completed and registered is held by the land office, and a buyer should treat the portal field as a prompt to go and check rather than as a finding.
The entity question
Developer profiles for Arna Development describe the company as established in 2018 and operating under Tri Property Company Limited, with an office given as 56/15 Moo 4, Koh Kaew Subdistrict, Mueang Phuket District, Phuket 83000. The same profile copy describes a portfolio valued at over three billion baht and activity spanning residential development, hotels, elderly care and commercial property. That description is the developer's own account of itself, reproduced on aggregator pages, and should be read as such rather than as independently audited.
Two points could not be established from public sources. First, no individual director, founder or executive of the company is named in any source located for this article. That is an absence in the available record, and it may simply reflect that Thai company officer data is not indexed in English-language sources. It is not a finding about the company. Second, the relationship between the Arna brand and Tri Property Company Limited is described on portal profiles but was not confirmed against a registry extract.
That second point matters more than it sounds. In Thailand the brand on the hoarding and the juristic person on the sale and purchase agreement are frequently not the same entity, and it is the entity named in the contract whose balance sheet stands behind the delivery promise. A buyer should read the counterparty name off the draft contract and verify that specific name, not the brand.
What the 49 percent rule means here
Space Cherngtalay is listed as offering foreign freehold, sometimes described as foreign quota. Under Section 19/2 of the Condominium Act B.E. 2522 (1979) as amended in 2008, foreign nationals and foreign juristic persons may collectively hold ownership of units amounting to no more than 49 percent of the total unit space in any single condominium.
In a 170-unit building, that cap is a finite resource, and it is allocated on a first-registered basis. Two buyers can both be told a unit is available in foreign quota and only one of them can be right if the ledger is close to full. The quota position for a specific building is recorded at the provincial land office, and it can be checked before transfer. Buyers who intend to hold freehold rather than a lease should treat that check as mandatory rather than optional, particularly in a completed building where much of the quota may already be taken.

Verifying before you pay
Three checks are available to any buyer, and none of them requires a lawyer to start.
The Department of Business Development at the Ministry of Commerce maintains the register of Thai juristic persons. The registration number, registered capital, filing history and officer list for the company named on your contract can be pulled from that register. A company incorporated recently, or one whose filed capital is small relative to the value of what it is selling, is not disqualifying, but it is something to price in.
The Phuket Provincial Land Office holds the title record for the land the project sits on and the foreign quota ledger for a registered condominium. This is where you confirm that the seller holds the title it says it holds, that the land is not mortgaged in a way that affects your unit, and that quota space remains.
Finally, for a completed building, walk it. Occupancy, a functioning juristic person committee, and a collected sinking fund tell you more about a building's condition than any brochure. The completed project is available to inspect in a way its off-plan one is not, and that asymmetry should be reflected in what a buyer is willing to pay up front.

Arna Development appears, on the record available, to be a small developer with one delivered building and one project still on paper. That is a normal shape for a Phuket developer and it is not in itself a warning. It does mean that the delivery evidence a buyer can rely on is thin, consisting of a single completed project, and that the usual protections of staged payments, registry checks and land office verification are carrying more weight than they would with a developer holding a long completion record.
