Alba Konstruksion and the NIPT That Tells Two Albanian Companies Apart

Two active Albanian companies carry names that read almost identically in English, and only one of them is a major state contractor. Alba Konstruksion sh.p.k., NIPT J61812013R, was registered in Tirana on 8 January 1994 and was the fifth largest recipient of Albanian state construction money in 2019. ALBA CONSTRUCTION EUROPE sh.p.k., NIPT M12316005I, was registered in Lezhë in October 2021 with founding capital of 12,000 lekë, roughly 120 euro. A foreign buyer or subcontractor who checks the wrong one will draw conclusions about a company with a thirty-year public contract history from the file of a four-year-old firm, or the reverse.

This is the first thing to fix, because in Albania the registry is the authoritative record and the National Business Centre assigns each company a unique NIPT. The name on a website or a sign has no legal weight. The NIPT does.

The registry record

The Albanian commercial register lists Alba Konstruksion as a shoqëri me përgjegjësi të kufizuar, the Albanian limited liability form, active, with its seat in Tirana at the junction of Rruga Liman Kaba and Prokop Mima, Rezidenca Olimpik, staircase 3, second floor. Registered capital is 993,710,000 lekë, which is a substantial figure and consistent with a company qualifying for large public works tenders, since Albanian procurement law sets financial capacity thresholds that bidders must meet.

Ownership and control are both named in the register. Xhavit Ismaili holds 100 per cent of the company. The administrator, the officer with authority to bind it, is recorded as Atnand Koni. Its registered activity spans public buildings, roads, water supply and sewerage, transport, import and export, renewable energy and environmental services.

For the second entity, the register records ALBA CONSTRUCTION EUROPE at Zejmen, Tresh, on the Lezhë to Tirana superstrada at kilometre 6, cadastral zone 3641. Its administrator is Silvia Rovarin. It is majority foreign owned, with NUOVA B.E.M. S.R.L., an Italian company, holding 75 per cent and Deshir Gjetja holding 25 per cent. Nothing connects the two companies in the register beyond the resemblance of their names.

The public contract record

Ownership of Alba Konstruksion is independently confirmed outside the register. On 10 January 2020, BIRN Albania published a ranking by Gjergj Erebara of the largest beneficiaries of Albanian state construction spending, reporting that "the fifth beneficiary, Alba Konstruksion, is a company established in 1994 and owned by Xhavit Ismaili", and that during 2019 the company received approximately 1.9 billion lekë for road works, public buildings and water supply and sewerage projects. BIRN is an investigative outlet and the ranking was built from state payment data, which makes it a stronger source than a company statement.

The contract flow has continued. On 28 May 2025, the Albanian Development Fund, Fondi Shqiptar i Zhvillimit, announced Alba Konstruksion as the winner of a tender valued at 5,591,000 euro including VAT, for a Welcome Centre for fairs and exhibitions and an observation tower at Ksamil, part of an integrated urban development and tourism programme on the southern coast. Bold News reported the award on 11 June 2025 and questioned it, as did Ora News. Those reports are the outlets' own commentary. No regulator finding, audit conclusion or court ruling against it surfaced in this research, and none is reported in those articles.

That distinction is worth stating plainly rather than leaving to inference. A news outlet raising questions about a procurement award is not a determination by a competent authority. Albania has such authorities, including the Public Procurement Commission and the High State Audit, and a finding by either would be a matter of public record. This research found none concerning the company.
