A real estate investor qualifies for the UAE's 10-year Golden Visa by owning property worth at least AED 2 million. That threshold survived the April 2026 rule changes intact. What changed around it caused most of the confusion, so here is the clean version that the comparison sites keep muddling.

The AED 2 million figure is measured against the property's value as recorded by the Dubai Land Department, not against your down payment, your deposit or the equity you have built. Own AED 2 million in property and you are on the pathway. Own less, and no amount of cash already paid gets you there through the investor route.

What the April 2026 changes actually did

The reforms scrapped the AED 750,000 minimum that had applied to the shorter two-year investor visa. That created a wave of headlines suggesting the property route to the Golden Visa had been altered. It had not. The AED 2 million threshold for the 10-year Golden Visa real estate investor category remained exactly where it was, and the property route has since driven a sharp rise in residency approvals in Dubai.

For a real estate investor, the practical takeaway is simple. The AED 2 million property valuation is the number that matters, and it is the floor for the decade-long visa regardless of which emirate the property sits in.

Mortgaged and off-plan property both qualify

This is where buyers lose the thread, so be precise about it.

A mortgaged property qualifies, but on a stricter test. The investor must prove they have already paid at least AED 2 million in equity toward the property, and the financing bank must issue a No Objection Certificate confirming the mortgage and the amounts paid. A small deposit on a heavily leveraged AED 2 million flat does not clear the bar. The AED 2 million has to be real, paid-in value.

Off-plan property also qualifies, provided the project is registered with a developer approved by the Dubai Land Department and at least AED 2 million has been paid into the project's escrow account. In that case the investor can secure a conditional Golden Visa while construction continues, which is one of the more useful features of the current rules for buyers entering at the launch stage.

What the visa gives you and what it requires

The Golden Visa grants 10 years of residency with automatic renewal and no need for a local sponsor. It extends to a spouse and children, and it allows the holder to live, work and study in the UAE without an employer tying the status to a job.

The application runs through the Federal Authority for Identity, Citizenship, Customs and Port Security, the body known as the ICP, with the General Directorate of Residency and Foreigners Affairs handling the Dubai side. Valid UAE medical insurance is compulsory for the residence permit, a requirement that applies to all categories and is worth arranging before you file.

The due diligence that protects the investment

The visa is only as sound as the property behind it, and off-plan is where foreign investors take on the most risk. A conditional Golden Visa attached to a project that stalls leaves you exposed on both the asset and the residency. Before paying into any escrow account, confirm the developer is DLD-registered and review their delivery record, including whether previous projects completed on schedule and handed over as marketed.
