If you want a UAE Golden Visa as a property investor, the number to hit is AED 2 million. Own real estate valued at or above that figure, registered in your name, and you qualify for a 10-year renewable residency. That is the headline, and unlike most visa programs, the UAE rule is refreshingly literal. The complications are in the detail, and the detail is where most applicants get it wrong.

The legal basis is Federal Decree-Law No. 29 of 2021 on the Entry and Residence of Foreigners and its Executive Regulations under Cabinet Resolution No. 65 of 2022, which expanded the framework first set out in Cabinet Decision No. 56 of 2018. The real estate investor category sits inside this structure, administered by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) nationwide and by the General Directorate of Residency and Foreigners Affairs in Dubai.

What AED 2 million actually buys you

The UAE Golden Visa property threshold is based on the property's value as recorded by the land department, not on what you paid in cash. In Dubai that means the value on the title deed issued by the Dubai Land Department (DLD). A villa valued at AED 2.1 million qualifies even if you funded part of it with a mortgage. A property you bought for AED 2.5 million that the DLD now records below AED 2 million does not.

Eligible assets are freehold apartments, villas, townhouses, and qualifying commercial units that carry a registered title deed. The property must sit in a designated freehold area, which in Dubai includes zones such as Downtown, Dubai Marina, Business Bay, and Palm Jumeirah. Leasehold property does not count toward the threshold, and this trips up buyers who assume a long lease is equivalent to ownership. It is not, for Golden Visa purposes.

The 2026 change that made this easier

The single most important update is the removal of the mandatory upfront payment. Under the older rules, an investor financing a property had to have paid a fixed minimum, often cited as AED 1 million or 50% of value, before the property counted. That requirement is gone. In 2026, eligibility rests on the total property value reaching AED 2 million, not on how much equity you have built.

This matters for mortgaged buyers. A qualifying property may now be financed through a loan from a local bank approved by the competent authority, and the full DLD-recorded value, rather than just your paid-in share, is what gets assessed. Off-plan property from approved developers can also qualify, provided it meets the value and registration conditions, though buyers should confirm the specific project is on the approved list before relying on it.

Combining properties to reach the threshold

You do not need one AED 2 million property. You can combine the value of multiple UAE properties to reach the threshold, as long as every property is registered under the same individual's name and located in designated freehold or investment zones. Two apartments at AED 1.1 million each, both in your name, both in eligible areas, clear the bar together.

The properties must be wholly owned by the investor. Joint ownership complicates this, and ownership split across a spouse or a company changes the analysis. The clean path is sole registration in the applicant's name.

What the visa gives you

The Golden Visa is a 10-year residence permit, renewable indefinitely while you continue to meet the eligibility criteria, which here means continuing to hold qualifying property. There is no national sponsor and no employer tie. The holder can sponsor a spouse, children of any age, and domestic workers under the same residency. You are not required to live in the UAE for a minimum number of days per year to keep it, which is the feature that makes it attractive to investors who want optionality rather than relocation.
