Top Property Developers in North Cyprus for Foreign Buyers in 2026
The North Cyprus (TRNC) property market is dominated by a handful of established construction groups plus a long tail of smaller builders. For a foreign buyer, the developer behind a project matters as much as the apartment itself, because in North Cyprus most sales are off-plan and title transfer can take years. A developer's age, balance sheet, and the quality of the title it builds on determine whether your money is safe long before the keys are handed over. The companies below are real, currently operating firms. Inclusion here is descriptive, not an endorsement. Always verify the specific project's title deed status and permits independently before paying anything.
One note before the list: the brand most often cited in older North Cyprus marketing, the Afik Group, is deliberately absent here. Its principal, Simon Aykut, was convicted in 2025 in connection with developing former Greek Cypriot land in the north. Noyanlar Group
Founded in 1973, Noyanlar is one of the oldest family-run developers in North Cyprus. Its focus is heavily on the Iskele and Long Beach resort corridor, with a portfolio of residential and tourist projects (apartments, holiday complexes, and villas). The group promotes a long completion record across more than a thousand units. For buyers, the relevant point is longevity: a developer that has delivered through multiple market cycles carries less off-plan delivery risk than a first-time builder.
Noyanlar reports more than 1,200 completed units across 17 residential developments, with its anchor projects clustered on the Iskele coast at Long Beach and Bogaz. It sells hard into Kazakhstan and runs a sales office in Almaty, which is a useful signal of where TRNC off-plan demand is coming from in 2026.
Döveç Group
Döveç Construction was started by Muharrem Döveç in 1989 and operates across Kyrenia (Girne), Famagusta (Gazimagusa), and Iskele. The group builds apartments, villas, and mixed-use developments, and runs related businesses including kitchens and student accommodation. Döveç is one of the larger vertically integrated builders in the country, which can mean tighter control over construction timelines but also concentration risk if you buy several units from one group.
Northernland Construction
Northernland is the developer behind the Grand Sapphire resort and residences at Long Beach, Iskele, one of the larger branded resort developments in the country. Its model is large-scale, amenity-heavy holiday complexes aimed at the rental-investment buyer. Buyers should scrutinise the rental guarantee terms that often accompany these schemes, since projected yields are marketing estimates, not contractual obligations.
Akol Global (Akol Group)
Akol has operated in the North Cyprus construction sector since 2003 and describes itself as a diversified group with interests beyond real estate, including media, tourism, and trade. Its developments are concentrated in residential projects with a design-led marketing position. As with any diversified group, a foreign buyer should confirm that the specific project company holding their contract is adequately capitalised, not just the parent brand.
Uzun Group
Uzun is a long-standing family business active since 1980, offering construction alongside project design, real estate consultancy, and furniture and after-sales services. Its profile is that of a domestically rooted builder serving both local and foreign demand. The breadth of in-house services can simplify the buying process, but buyers should still appoint their own independent lawyer rather than relying on the developer's connected service providers.
Kensington Development Group
Kensington markets more than two decades of activity in North Cyprus and a portfolio that includes Thalassa Beach Resort, Savyon Village, Karpasia by the Sea, and Turtle Bay Village, spread across coastal locations. The company states publicly that it builds only on sound title deeds. That claim is exactly the kind of statement a buyer should verify against the Land Registry record for the specific plot, because title quality in North Cyprus varies dramatically between properties (see below).
Four Vision Development
Four Vision was set up in 2017 as a joint venture of established family construction companies, including entities linked to the Döveç and Noyanlar groups, operating mainly in the Famagusta region. Joint ventures can pool experience and capital, but they also add a layer of corporate structure. Confirm which legal entity actually signs your contract of sale and which one is named on the building permit.
Other builders you will encounter
Beyond the groups above, foreign buyers regularly meet Carrington (premium beachfront in Esentepe and the Karpaz), Ozyalcin (Kyrenia and Famagusta districts), Cyprus Constructions (Kyrenia, active since the early 1980s), Europa Homes (mid-market apartments in Esentepe and Tatlisu), Isatis (Iskele and Famagusta), and Hexblue, a newer builder that scaled quickly on off-plan projects in Iskele during the 2020 to 2024 boom. Demand across all of them comes mainly from the UK, Germany, Russia, Israel, and Kazakhstan. The newer the builder, the shorter the delivery record standing behind the brochure.
How the market is structured
It helps to understand why developers loom so large in North Cyprus compared with more mature markets. There is no large secondary (resale) market of completed, individually titled homes the way there is in much of Europe. Most foreign buyers purchase off-plan, directly from the builder, paying in instalments across the construction period. That means the developer is simultaneously your seller, your builder, and often the entity that will eventually procure your title deed. A failure or fraud at the developer level therefore touches every part of the transaction at once. The groups above have survived multiple cycles, which lowers but does not remove that concentration risk. Smaller and newer builders may offer lower prices, but a first project with no delivery history carries materially higher off-plan risk, and that risk falls entirely on the buyer who paid in advance.
What foreign buyers should check for any developer
Reputation marketing is abundant in this market and independently verified data is scarce. Regardless of the name on the brochure, a buyer should confirm several things in writing before committing:
- The title deed type for the exact plot. Pre-1974 Turkish or British title is the lowest risk. Exchange (Eşdeğer) and TMD titles carry historical Greek Cypriot ownership questions. A developer building on disputed land is a serious red flag.
- That the developer holds a valid building permit (inşaat ruhsatı) for the project, and ideally that individual or Kat İrtifak (pre-registration of floors) title deeds exist or are obtainable.
- The developer's actual delivery history on completed, handed-over projects, not just announced launches.
- Whether the contract of sale will be registered at the District Lands Office, which is the buyer's main legal protection during the gap between purchase and title transfer.
- The status of the Council of Ministers purchase permit for your specific transaction. Under regulations in force from May 2026, a foreign individual is limited to one residential property on a plot of up to 1,338 square metres, or up to two two-storey villas inside a large-scale housing project.
Title category is not a technicality. The European Court of Justice ruled against British buyers David and Elizabeth Orams in 2009 in a case that ordered them to demolish their Lapithos villa and pay damages to the pre-1974 Greek Cypriot owner, and the judgment was enforceable against their assets in the UK.

No developer name removes the need for an independent lawyer who does not also act for the seller. The strongest protection in North Cyprus is documentary: clean title, valid permits, and a registered contract. A well-known brand is a starting point for due diligence, not a substitute for it.
