Morocco's property development sector concentrates around a handful of large listed groups, a state-owned social housing arm, and a long tail of regional builders. Foreign buyers typically interact with the listed players and a small group of private developers active in Casablanca, Rabat, Marrakech, and the Atlantic coast. Below are the developers worth knowing in 2026, with the specific verifications a foreign buyer should run before signing a compromis de vente.

Groupe Addoha

Addoha (Douja Promotion Groupe Addoha) is the largest private residential developer in Morocco by units delivered, with operations in Casablanca, Rabat, Tangier, Marrakech, Fes, and across West Africa. Listed on the Casablanca Stock Exchange under ticker ADH. The group operates two main product lines: economic housing under the Addoha brand and mid- to high-end residential under Prestigia.

For foreign buyers, the relevant question with Addoha is delivery history and after-sales handling on completed phases. The group has been through several restructuring cycles and carries significant debt. Verify that the specific project is on a registered titre foncier, not on a global title pending subdivision, and ask for the cahier des charges and the architectural plans approved by the local urbanisme authority.

Alliances Développement Immobilier

Alliances (ADI) is the second large listed developer, headquartered in Casablanca and active in residential, resort, and integrated city projects. Listed on the CSE under ticker ADI. Notable projects include Marrakech Golf City and resort developments on the Atlantic coast.

Alliances went through a debt restructuring in 2016 that affected delivery on several flagship projects. Before buying off-plan from Alliances, ask for the bank guarantee (garantie d'achèvement) attached to the specific phase, not the project as a whole. Article 618-9 of the Code of Obligations and Contracts requires a completion guarantee for off-plan sales (Vente en l'État Futur d'Achèvement, VEFA), and reputable Moroccan developers attach this from a first-tier Moroccan bank.

Résidences Dar Saada

Listed on the CSE under ticker RDS. Dar Saada focuses on social and economic housing in secondary cities, with limited exposure to the foreign buyer segment. Less relevant for buyers from the EU, UK, or US, but worth knowing because Dar Saada properties show up on resale listings in Marrakech and Casablanca at attractive prices. Standard verification applies: titre foncier in the seller's name, no outstanding mortgages registered at the Conservation Foncière.

Compagnie Générale Immobilière (CGI)

CGI is the real estate arm of Caisse de Dépôt et de Gestion (CDG), Morocco's sovereign wealth manager. Headquartered in Rabat. Active in business parks, administrative complexes, tourism integrated complexes, and mixed-use residential. Was listed on the CSE between 2007 and 2014 before going private again.

CGI has the strongest institutional backing of any Moroccan developer because it sits inside CDG. Delivery risk is lower than at Addoha or Alliances. For foreign buyers, CGI's residential inventory is concentrated in higher-end projects in Rabat and Casablanca; the developer also runs joint ventures with international hotel groups on coastal resort projects.

Al Omrane Holding

Al Omrane is the state-owned housing operator, created in 2004 from the merger of regional construction agencies. Its main mandate is social housing and slum rehabilitation under Morocco's "Villes Sans Bidonvilles" program. Al Omrane Marrakech-Safi alone has been operating for more than 40 years through its predecessor entities.

Foreign buyers do not typically buy directly from Al Omrane because the inventory is income-restricted. Al Omrane is relevant indirectly because state-led projects often anchor the urbanization plans that determine where private developers build next. If a private developer is selling in a zone next to an Al Omrane project, the surrounding infrastructure schedule is partly determined by Al Omrane's delivery pace.

Yasmine Immobilier (Yasmine Signature)

Marrakech-focused developer with over 25 years in the market, positioned in mid- to high-end residential. The Yasmine Signature line includes serviced residences and villa compounds in the Palmeraie and Targa zones. Smaller than Addoha or Alliances, but with a cleaner delivery record for the foreign buyer segment.

Before buying from Yasmine, ask for the certificate of conformity (permis d'habiter) on completed phases. This document is issued by the local commune and confirms the building was constructed per the approved permis de construire. Without it, you cannot legally connect utilities or register a transfer.

Chaabi Lil Iskane

Part of Holmarcom-affiliated interests, operating since 1948. Active in social and mid-market housing with 15+ projects across Morocco. Notable projects include Al Yassamine near Essaouira, with units starting around 586,000 MAD.

Chaabi Lil Iskane is a reasonable choice for buyers looking at mid-market apartments in secondary cities. Same verification standard applies: titre foncier, building permit, and a clear chain of approvals from the urbanisme authority.

Palmeraie Développement

Family-owned group founded by Abbas Jirari, focused on luxury residential and hospitality in the Palmeraie zone outside Marrakech. The group owns Palmeraie Golf Palace and several adjacent residential compounds. Smaller scale than the listed developers, but with high-quality finishes and direct involvement in property management for owners who rent out their villas.

Palmeraie's product is concentrated in one geographic area, which simplifies due diligence but concentrates market risk. If you are buying for rental yield, ask for the actual occupancy and revenue history of comparable units in the compound, not the projections.

Diyar Al Mansour

Subsidiary of CDG Développement (same parent as CGI). Focused on social housing in partnership with Al Omrane. Joint projects include 554 units in El Aroui (Nador province). Limited foreign buyer exposure.

Bouygues Bâtiment International (Morocco operations)

The French construction major is not a developer in the strict sense in Morocco but is a frequent main contractor on large commercial and infrastructure projects. Worth knowing because foreign buyers sometimes see Bouygues mentioned in marketing material; this typically means Bouygues built the structure, not that Bouygues guarantees the development or the unit you are buying.

Verifying Any Moroccan Developer Before You Sign

Whichever developer you are dealing with, the same checks apply:

The titre foncier number must be visible on the compromis de vente and must be verifiable through ANCFCC (Agence Nationale de la Conservation Foncière, du Cadastre et de la Cartographie). Your notaire will pull a certificat de propriété directly from ANCFCC showing the current owner, any registered mortgages, and any restrictions. Do not accept a "title in process" or a melkia document in place of a titre foncier for a developer-built unit.

The permis de construire (building permit) and any later modifications must be on file with the local urbanisme department. Ask to see the dossier number and verify it locally.

For off-plan purchases (VEFA), the bank guarantee under Article 618-9 of the Code of Obligations and Contracts must be issued to the buyer and held by the notaire. The guarantee is from a Moroccan bank, not the developer. Without it, your deposit is unsecured.

The developer must be VAT-registered and have a valid commercial register (Registre de Commerce) entry. The RC number appears on every legitimate compromis.
