When you can buy freehold in your own name, the developer becomes the main counterparty risk, and the established names here have completed entire townships rather than single towers. Below are the major developers a foreign buyer is most likely to encounter, what they build, and what to verify before you commit to any of them.

SP Setia

SP Setia is consistently ranked the largest Malaysian developer by revenue and is the benchmark most buyers measure others against. Its portfolio runs from affordable homes to luxury, anchored by large townships such as Setia Alam and Setia Eco Park in Selangor, plus high-rise work like KL Eco City. For a foreign buyer, SP Setia's scale and listing on Bursa Malaysia mean financials are public and its delivery record is long and visible.

Sime Darby Property

A government-linked company and one of the country's largest landowners, Sime Darby Property is a township specialist with a strong base in Selangor. Flagship developments include the City of Elmina and the mature Bukit Jelutong and Ara Damansara communities, along with the KLGCC Resort. Industry awards in recent years have repeatedly placed it at or near the top for product quality. Its GLC backing gives it balance-sheet stability that smaller developers lack.

IOI Properties Group

What to verify before buying from any developer

A recognisable brand is a starting point, not a guarantee. Before you transfer any money, confirm the following for the specific project, not just the company.

Check that the developer holds a valid Developer's Licence and Advertising and Sales Permit from the Ministry of Housing and Local Government. These are project-specific and required by law for any sale of housing accommodation.

Confirm that all payments go into the project's Housing Development Account, the regulated trust account mandated by the Housing Development (Control and Licensing) Act. Never pay a deposit into a personal account or any account that does not match the registered developer or the appointed law firm.

Look at the developer's completed projects, not its renderings. Did past launches hand over on the promised date? Were there defects disputes or delays?
