Kazakhstan has the most concentrated developer market in Central Asia and one of the fastest-growing real estate sectors in the post-Soviet space. Two cities dominate foreign-buyer activity: Astana (formerly Nur-Sultan), the capital, and Almaty, the country's largest city and former capital. Both have institutional-quality developers with delivery track records that compare favorably to most emerging market peers.

Foreign individuals face a meaningful constraint: under current law, a foreign individual can only purchase residential property in Kazakhstan if they hold a permanent residence permit. Foreign legal entities with foreign investment can acquire residential property without this restriction. This shapes the buyer base toward foreign-invested companies and permanent residents.

BI Group is the largest developer in Kazakhstan and the largest in Central Asia by completed volume. It has built more than 7,000 apartments in a single year and maintains a leading position in both Astana and Almaty since 2018. The group also operates internationally, with projects in Uzbekistan, Georgia, Kyrgyzstan, and Azerbaijan, and a US debut in Miami's Brickell financial district featuring luxury apartments starting at USD 477,000.

BI Group is a useful reference brand for foreign buyers because it has the most institutional governance and the most extensive after-sales operation in the country.

BAZIS-A

BAZIS-A is one of the largest developers in Almaty and Astana. Together with BI Group, the two companies hold more than 35% of the Astana market. BAZIS-A's international arm, Bazis International Group, has invested in projects in St. Petersburg, Novosibirsk, Toronto, Moscow, Pattaya, Ukraine, and the UAE, and in 2022 introduced its first project in Uzbekistan (the Koh Ota residential complex in Tashkent) through its subsidiary BAZIS-T.

What to verify before signing

Three things matter for foreign buyers regardless of developer:

1. Buyer eligibility. A foreign individual without a permanent residence permit cannot acquire residential property directly. The correct route is usually to establish a Kazakhstani legal entity with foreign investment, which then takes title. Confirm the structure with a Kazakhstani lawyer before signing anything.

2. Land allocation and project documentation. Off-plan projects in both Astana and Almaty have, in documented cases, sold units on parcels where the developer's allocation was not fully resolved. Verify the akimat (local administration) allocation and construction permits.

3. Escrow and payment structure. Kazakhstan introduced escrow account requirements for residential construction in the past several years. Foreign buyers should confirm that their payments are routed through an escrow account at a Kazakhstani bank, not directly to the developer.

The agricultural land moratorium for foreigners remains in effect until December 31, 2026. After that date, foreign individuals, foreign legal entities, and Kazakhstani legal entities with majority foreign participation will be able to hold agricultural land only on temporary land-use leases of up to 25 years, not in ownership.
