Kazakhstan's new-build market is concentrated in two cities. Astana and Almaty together account for roughly a third of all newly commissioned housing in the country, which is why almost every serious developer competes there. For a foreign buyer, the developer behind a project matters more than the brochure. A builder with a long delivery history, the right permit to attract buyer money, and a real corporate presence is the single biggest protection against the delays and non-delivery that have hurt Kazakhstani buyers in the past.
Below are developers that are verifiably real, active, and large enough to have a public track record. This is not a ranking or a recommendation to buy. It is a starting point for your own due diligence.
Check your eligibility before you shortlist a developer
A foreign individual can buy residential property in Kazakhstan only while holding a permanent residence permit. Foreign legal entities with foreign investment are not subject to that restriction, so the usual route for a non-resident buyer is to establish a Kazakhstani legal entity with foreign investment which then takes title. Confirm the structure with a Kazakhstani lawyer before signing anything, because it decides whether the purchase can complete at all.
Agricultural land is separate and closed. The moratorium on foreign holding runs to December 31, 2026, and after that date foreign individuals, foreign legal entities, and Kazakhstani entities with majority foreign participation will be able to hold agricultural land only on temporary land-use leases of up to 25 years, never in ownership.
BI Group
BI Group is the largest construction and development holding in Kazakhstan and one of the largest in Central Asia. It was founded in 1995 by Aidyn Rakhimbayev and two partners, and grew from a small trading business into the leading player in the primary housing market. It is a major developer in both Astana and Almaty, entered Shymkent in 2019, and has expanded into Uzbekistan, Georgia, Kyrgyzstan, and Azerbaijan, as well as the United States. Project types span mass-market and premium residential, offices, and large infrastructure. For a foreign buyer, BI Group's scale and visibility mean its projects are easy to verify, but you should still confirm the specific project holds a valid permit to attract buyer funds.
For scale, BI Group has delivered more than 7,000 apartments in a single year, and its US debut is in Miami's Brickell financial district, with apartments starting at USD 477,000.
BAZIS-A
BAZIS-A is an Almaty-based holding founded in 1991 by Alexander Belovich. It is one of the oldest large builders in the country and reports having constructed roughly 15.5 million square meters across residential, commercial, industrial, and infrastructure projects. The group has built airport and technopark facilities in Almaty and is associated with premium residential work along the Esentai River. Its longevity is the headline point: a company that has delivered through multiple economic cycles is a different risk profile than a first-time developer.
BAZIS-A and BI Group together hold more than 35 percent of the Astana market. Its international arm, Bazis International Group, has invested in projects in St. Petersburg, Novosibirsk, Moscow, Toronto, Pattaya, Ukraine, and the UAE, and in 2022 it launched its first Uzbek project, the Koh Ota residential complex in Tashkent, through subsidiary BAZIS-T.
Highvill Kazakhstan
Highvill Kazakhstan was established in 2004 as a subsidiary of a South Korean parent company. It is best known for the Highvill Astana complex in the capital's government and embassy district, positioned as elite housing with integrated design and landscaping. For foreign buyers who want a developer with foreign parentage and a focus on the higher end of the Astana market, Highvill is one of the few names with that profile and a long local history.
Sensata Group
Sensata Group has been building since 2012 in Astana and Almaty, and in 2022 it expanded internationally into Germany. It became one of the more prominent residential names of the past decade, active in newer districts of the capital. As with any developer that has grown quickly, the relevant check for a foreign buyer is project-by-project: confirm that the specific complex you are looking at has the akimat permit or the Kazakhstan Housing Company guarantee that legally allows it to take your money before completion.
Orda Invest
Orda Invest is a residential developer active in Astana and Almaty and described in market listings as one of the larger developers in the country, with some projects outside Kazakhstan. It builds primarily multi-unit residential complexes. Treat its scale claims as a reason to verify rather than to relax: pull the project's permit status and registration before committing.
