Greece's real estate market has grown into one of Europe's most active cross-border investment destinations. Foreign buyers now account for roughly 20 to 30 percent of transactions nationally, and in Athens, Thessaloniki, and popular islands like Mykonos and Santorini, that figure regularly exceeds 50 percent. Urban house prices climbed 10.76 percent year-over-year in Q1 2026, with Thessaloniki leading the country at 12.19 percent growth.
If you are buying property in Greece as a foreigner, the developer you choose matters. Build quality, legal compliance, title clarity, and after-sales support vary enormously. Below are the developers that international buyers should know about in 2026, organized by what they actually deliver and where they operate.
Lamda Development and The Ellinikon
Lamda Development is the largest real estate investor in Greece by market capitalization. The company is building The Ellinikon, the largest urban regeneration project in southeastern Europe, on the 6,200-acre former Athens airport site along the southern coast.
The project includes the 200-meter Riviera Tower (173 residences), The Cove Villas (27 homes), and The Cove Residences (115 units). According to Lamda's investor reports, the initial residential phases hit 100 percent absorption, with heavy demand from Greek diaspora buyers in the United States and Australia, along with buyers from the Middle East and Europe.
What matters for foreign buyers: Lamda is publicly traded on the Athens Stock Exchange (LAMDA.AT), so its financials are audited and transparent. The Ellinikon has full planning approval from the Greek state. Pricing starts well above the Golden Visa thresholds, so this is a play for buyers seeking a flagship Athens address rather than minimum-investment residency.
Lamda is majority owned by the Latsis family, and The Ellinikon received its full building permits in 2022 under Law 4062/2012 as amended. Apartment pricing starts around 5,000 euros per square meter and runs past 10,000 euros per square meter for premium seafront units.
AVAX Development
AVAX Development, established in 1991, is part of the AVAX Group, one of Greece's largest construction conglomerates. The development arm focuses on residential projects across Crete and select Athenian suburbs. Current projects include developments in Kalyves and Kissamos (Chania, Crete), Maleme (Chania), and Elliniko (Athens).
AVAX builds multi-generational villas and apartment complexes targeting both holiday-home buyers and permanent residents. Their Cretan projects emphasize outdoor living, private pools, and proximity to established villages rather than isolated resort compounds.
For foreign buyers, AVAX's construction pedigree is the main draw. The parent company has delivered major infrastructure projects across Greece and southeastern Europe. Build quality is institutional-grade, and the company handles permitting and title work in-house.
Dimand
Dimand is Greece's leading green-building developer, responsible for 40 percent of all LEED-certified buildings in the country. Their portfolio includes Karela Office Park (Greece's first LEED Gold office building), the Moxy Athens City hotel (first LEED Gold hotel in Greece), and the Angelicoussis Group headquarters (first LEED Platinum office building in Greece).
Dimand specializes in mixed-use urban regeneration, converting obsolete commercial buildings into modern residential and office space. This is relevant because the Golden Visa program's lowest investment tier (EUR 250,000) is specifically reserved for commercial-to-residential conversions. Dimand's conversion projects may qualify for this tier, making them one of the few institutional-quality developers operating in the program's most affordable entry point.
The company partnered with the European Bank for Reconstruction and Development (EBRD) for several projects, which adds a layer of institutional oversight that foreign investors may find reassuring.
Dimand is itself listed on the Athens Stock Exchange, so its financial reports are public through the Athens Exchange Group. Its restoration of the Piraeus Tower, a joint venture with the municipality, is the most visible example of its conversion work. Note that the portfolio is weighted toward commercial property, so residential inventory is limited next to dedicated housing developers.
Estia Developments
Estia Developments focuses exclusively on residential properties designed for the international buyer market. They operate primarily in Athens and the Athenian Riviera, with projects ranging from studio apartments to family homes.
Estia positions itself as a turnkey solution provider for foreign buyers, handling everything from property selection and legal due diligence to furnishing and property management. Their service model is designed for buyers who will not be living in Greece full-time and need remote management.
DKG Development
DKG Development builds residential and mixed-use projects in Athens and the Greek islands. They target the upper-mid-market segment, with properties typically in the EUR 200,000 to EUR 600,000 range that align with Golden Visa investment thresholds.
DKG's 2026 project pipeline includes developments in central Athens neighborhoods like Kolonaki and Pagrati, as well as island projects in the Cyclades. They offer portfolio services where buyers can combine multiple units across projects.
Grekodom Development
Grekodom is one of the largest foreign-buyer-focused agencies operating in northern Greece, particularly Thessaloniki and Halkidiki. While they function primarily as a brokerage, they also develop their own projects and resell units from partner developers.
Grekodom's website and sales operations run in Russian, English, German, and several other languages, reflecting their client base. For buyers focused on Thessaloniki, which saw 12.19 percent price growth in Q1 2026 and remains significantly cheaper than Athens, Grekodom provides the widest inventory in the region.
Four more developers worth knowing
- TEMES (Tourism Enterprises of Messinia) developed Costa Navarino in the Peloponnese, backed by the Constantakopoulos family, with The Westin and The Romanos operating and W Costa Navarino and Mandarin Oriental opening in phases. Branded residences run from 500,000 euros to over 3 million euros, and because the Peloponnese sits outside the high-demand zones of Joint Ministerial Decision 3810/2023, the lower Golden Visa threshold still applies there.
- Noval Property, a Viohalco subsidiary listed on the Athens Exchange, develops the Village residential project in Maroussi and mixed-use schemes in central Athens, several of them near metro stations.
- Ten Brinke Group, a Dutch-German developer that entered Greece around 2017, has completed more than 20 residential projects in Attica, concentrated in Glyfada, Voula, and Kifissia, typically 20 to 60 unit mid-rise buildings priced between 3,000 and 7,000 euros per square meter.
- Prodea Investments, formerly Ethniki Pangaea REIC, is the largest real estate investment company in Greece with a portfolio above 2.5 billion euros, operating under the Greek REIC framework of Law 2778/1999. Buying Prodea shares on ATHEX is indirect exposure and does not qualify for the Golden Visa.
On the islands, buyers more often deal with local construction firms than national developers: Karabatsos Construction and the boutique developer Kalesma on Mykonos, BluGreen Development and Kyriakidis Construction Group in Chania and Heraklion. New construction on Santorini is severely limited by heritage protection, so most transactions there involve renovated traditional cave houses.
What to Verify Before Buying from Any Developer
Regardless of which developer you choose, there are several checks that apply universally in Greece.
Title verification. Greece's land registry system has historically been fragmented. The Hellenic Cadastre (Ktimatologio) is still being completed. Your lawyer must confirm that the property has a clean title registered with the cadastre or, where the cadastre has not yet been implemented, through the local Land Registry (Ypothikofilakeio). Do not accept the developer's assurance alone.
Building permits. Verify that the development has a valid building permit (oikodimiki adia) from the local urban planning office. Greece has a history of informal construction, and retroactive legalization (taktopoiisi) does not always cover structural modifications.
ENFIA and tax clearance. The seller must provide a certificate showing that all annual property taxes (ENFIA) have been paid. Unpaid ENFIA attaches to the property, not the person.
Notary and contract. All property transfers in Greece must be completed before a notary public. The notary verifies the legality of the transaction, reads the deed aloud, and registers it with the Land Registry. Your lawyer and the notary serve different functions. The notary is neutral; your lawyer represents your interests.
Corporate standing. Confirm the developer's registration in GEMI, the General Commercial Registry, and check for pending litigation through the Greek court records system at solon.gov.gr. Building permits are confirmed at the local Poleodomia, and lawyers can be checked against the Athens Bar Association directory. Budget for slippage as well: construction delays of 6 to 18 months beyond the contractual completion date are common in the Greek market.
