Top Property Developers in Egypt for Foreign Buyers in 2026
Egypt's developer market is highly concentrated. A handful of listed and family-controlled developers account for a large share of all new residential supply, particularly in the New Administrative Capital (NAC) east of Cairo, the North Coast around El Alamein, and the inland gated communities of New Cairo and 6th of October. Foreign buyers can purchase from any of these developers, subject to the two-property cap under Law 230/1996.
This guide profiles the largest builders by reported H1 2025 sales, their primary geographies, and the things a foreign buyer should verify before signing a reservation.
Talaat Moustafa Group (TMG)
TMG is the largest developer in Egypt by reported H1 2025 sales (EGP 211 billion). Its anchor projects are the integrated cities Madinaty, Al Rehab, and Celia in the New Administrative Capital, along with Noor and South Med on the North Coast. TMG is the developer most likely to be presented to foreign buyers, particularly Gulf nationals, because of its scale and listed-company governance.
Palm Hills Developments
Palm Hills reported EGP 143 billion in H1 2025 sales. The portfolio spans Greater Cairo, the North Coast, and the new city of New Alamein. Palm Hills is listed on the Egyptian Exchange and has historically been one of the more diversified developers in terms of product type.
Emaar Misr
Emaar Misr is the Egyptian arm of Dubai's Emaar Properties. H1 2025 sales were EGP 78 billion. Its leading communities are Marassi on the North Coast, Mivida and Cairo Gate in Greater Cairo, and Uptown Cairo. International buyers familiar with Emaar from Dubai often gravitate to Emaar Misr because the brand, management, and quality controls are similar.
Mountain View
Mountain View grew sharply between 2024 and 2025, from EGP 21 billion to EGP 65 billion in annual sales. The company focuses on integrated suburban communities in New Cairo, 6th of October, and the North Coast. It pioneered the iLanding and iVilla product formats that have been widely copied by other developers.
Ora Developers
Ora is the developer founded by Naguib Sawiris. Its product is positioned at the upper end of the luxury segment, with projects including Silver Sands and ZED East. Ora's foreign-buyer audience tends to skew toward GCC nationals and the Egyptian diaspora returning from the Gulf.
SODIC
SODIC (Sixth of October Development and Investment Company) builds in West Cairo (Allegria, Eastown, Westown), East Cairo, and the North Coast. The company is listed and has been one of the more institutional developers in the market for two decades.
Hassan Allam Properties
The property arm of the Hassan Allam Group focuses on Park View and Swan Lake projects in New Cairo and the North Coast. The group's construction and infrastructure heritage gives the property arm an integrated supply chain.
Madinet Masr (formerly Madinet Nasr Housing)
A long-established developer behind the new Sarai community in eastern Cairo and the Taj City project. Madinet Masr is listed and has a large land bank inherited from the original Madinet Nasr development.
City Edge Developments
City Edge is the developer behind several state-led projects, including Etapa in Sheikh Zayed and projects inside New Mansoura and New Alamein. It is partially state-owned through the Ministry of Housing and the Housing and Development Bank.
Misr Italia Properties
Misr Italia builds in 6th of October and the North Coast, including the Il Bosco and Vinci communities. The company has positioned itself in the upper-middle segment with European-style architecture.
What to verify before signing
The single biggest issue for foreign buyers in Egypt is not who is building, but whether the project has all of its land and construction permits in order. Several developers have sold units on land that was not registered in their name or on which they had not yet obtained construction permits. Verify three things:
1. Land allocation. The developer must hold a registered title or a verified allocation contract from the New Urban Communities Authority (NUCA) or the relevant governorate.
2. Construction permits. Issued by the local municipality or NUCA.
3. Delivery track record. Several mega-developers have units in the New Administrative Capital that are years past their original delivery dates. Egypt Independent has reported repeatedly on these patterns.
Foreign buyers should also remember that funds must enter Egypt in foreign currency through a state bank, and evidence of that wire is required at registration. The two-property and 4,000-square-meter caps under Law 230/1996 apply regardless of developer.
