Top Property Developers in Dominican Republic for Foreign Buyers in 2026
The Dominican Republic is the largest Caribbean property market by dollar volume, and the country received a record 11.6 million visitors in 2025, with 12.5 million projected for 2026. Foreign-buyer activity is heavily concentrated in three corridors: Punta Cana and the eastern coast (Bavaro, Cap Cana), the north coast (Las Terrenas, Cabarete, Sosua), and Santo Domingo's premium neighborhoods (Piantini, Naco, La Esperilla). The CONFOTUR tax incentive program under Law 158-01 is a significant pull factor: certified projects offer 15-year IPI exemptions and 3% transfer tax exemptions.
This guide profiles the developers most active in the foreign-buyer segment.
Grupo Puntacana
Grupo Puntacana is the master developer of the original Punta Cana development. It controls Puntacana Village, Punta Cana Resort and Club, and the Corales golf course. The model is to develop the master plan and curate third-party developers that build inside it, which adds an additional layer of quality control compared to standalone projects.
The group traces back to 1969 and was founded by Frank Rainieri. It built the Punta Cana International Airport itself, and the marina development involved partnerships with Oscar de la Renta and Julio Iglesias. The Estates at Puntacana is its residential core.
Cap Cana
Cap Cana is a 30-square-kilometer master-planned community south of the Punta Cana International Airport. It includes the Punta Espada golf course (designed by Jack Nicklaus), the Marina Cap Cana, and several luxury residential enclaves. Like Grupo Puntacana, Cap Cana operates as a master developer that selects and approves the third-party developers that build inside its boundaries.
Cap Cana launched in 2002 across roughly 30,000 acres and includes Juanillo beach. In 2024 the company announced a Juanillo Village investment exceeding 500 million dollars. Because individual towers inside the boundary are built by separate developers under Cap Cana planning rules, confirm which entity is actually selling and delivering your unit before you sign.
Noriega Group
Noriega Group is a vertically integrated developer headquartered in Punta Cana, with more than 35 years of operating history. Unlike many competitors, Noriega designs, builds, and delivers its own projects rather than outsourcing. The company has completed six projects in Puntacana Village, Vista Cana, and Downtown Punta Cana, with four additional active developments in 2026.
Noval Properties
Noval Properties is a multi-region developer that began in Punta Cana and expanded to Las Terrenas (the Samana peninsula) and Santo Domingo. It is one of the larger names in the north coast and Samana segments.
Founded in 2003, Noval has delivered thousands of units across Punta Cana, Cap Cana, Cana Bay, Las Terrenas, Jarabacoa, and Santo Domingo. It pioneered branded residences in the country, working with hospitality operators including Aston and Harper on projects such as Harbor Bay, Poseidonia, and Reserva Real.
Cocotal
Cocotal is one of the established gated communities of Bavaro. It is not a single developer but a master-planned community where multiple developers have built villas and condominiums over time. Cocotal properties have a longer resale track record than newer master plans, which provides better price discovery.
Costasur (Casa de Campo)
Costasur is the developer behind Casa de Campo in La Romana, the long-standing luxury resort community. The community includes the Teeth of the Dog golf course (designed by Pete Dye) and a long history of foreign and high-net-worth Dominican ownership.
Tropicalia
Tropicalia is a master-planned project on Playa Esmeralda in the Miches area on the northeast coast. The project has been in development for over a decade with phased delivery and is positioned as an ecologically sensitive luxury community.
The developer is Cisneros Real Estate. The project includes the Four Seasons Resort and Private Residences, secured financing from IDB Invest, and is pursuing LEED certification, with a long-standing community foundation, Fundacion Tropicalia, operating in the Miches region.
Roco Ki / Playa Nueva Romana
Roco Ki is a master-planned community in the eastern province. The original Roco Ki project had delivery problems in the early 2010s that are a frequent reference point in Dominican Republic foreign-buyer fraud discussions; later phases under different ownership have continued.
Blue Mall Group
Blue Mall is the developer behind several premium residential projects in Santo Domingo, integrated with its shopping center and hotel projects.
RE/MAX RD affiliated developers
RE/MAX RD is the largest brokerage network in the country, and several smaller developers operate exclusively through it. Punta Cana in particular has many small project-level developers that do not have brand recognition outside the country.
Three more names outside the Punta Cana corridor
- Grupo Pinero, the Spanish operator behind the Bahia Principe Residences at Playa Nueva Romana on the southeast coast, with a PGA-affiliated golf course, a marina, a beach club, and enclaves such as Sunrise Residences.
- Cana Bay, on Arena Gorda beach in Bavaro, built around a Jack Nicklaus golf course and anchored by the Hard Rock Hotel and Casino, with units sold by several promoters including Noval Properties and Cana Rock.
- Grupo Metro, developing villas and condominiums in Juan Dolio about 30 minutes east of Santo Domingo, around the Metro Country Club and the Los Marlins golf course.
What to verify before signing
Three things matter regardless of developer brand:
1. Deslinde. The legal demarcation of property boundaries, conducted by a certified surveyor and approved by the courts. Without a current deslinde, there are no secure legal rights to a specific parcel. This is the most important single document.
2. Title status. The Dominican Republic registers titles through the Jurisdiccion Inmobiliaria. The buyer's attorney should verify the current title certificate and that no liens, mortgages, or competing claims exist.
3. CONFOTUR certification. If the project markets CONFOTUR tax benefits, the buyer should see the actual CONFOTUR resolution from the Ministry of Tourism, not just a sales brochure claim.
Two more documents decide whether the parcel is genuinely individualized. A deslindado Certificado de Titulo is what you want. A Constancia Anotada, an annotation on a larger parent title, is common in older inventory and much harder to individualize later, which makes it the usual source of trouble at resale. Ask where your deposit sits as well: on off-plan purchases it belongs in a properly structured fideicomiso (construction trust), not in the developer's operating account. Title searches are run at the Registro de Titulos, and they should be run by your own independent Dominican attorney rather than the developer's.
The Dominican Republic does not regulate real estate agents at the national level. Anyone can call themselves an agent. The Asociacion de Empresas Inmobiliarias (AEI) is a voluntary membership organization.
