Pam Golding Properties Kenya: The Legal Entity Behind the Brand
If you sign a contract with Pam Golding Properties Kenya, the company on the other side of it is called something else. The office footers on the group's South African site identify the Kenyan business as Sandton International Ltd, trading as Pam Golding Properties Kenya, and describe it as a franchise of Pam Golding Franchise Services (Pty) Ltd. The Kenyan-facing site at pamgolding.co.ke does not mention the name Sandton anywhere. Neither does it say the word franchise in relation to the entity, although it does describe winning a national franchisee of the year award in 2016 and again in 2024.
None of that is unusual or improper. Franchising is one of two models the group runs, and it says so plainly. But it is the sort of thing worth establishing before signing, because the brand you are relying on and the company you are contracting with are not the same legal person, and they sit in different countries under different regulators.
What the Kenyan entity is, and what it does
Pam Golding Properties Kenya opened in January 2012 and describes itself as having 13 years in Kenya against 49 globally. It operates five branches: Nairobi, Karen, Kenya North Coast, Kenya South Coast and Mombasa. Its published addresses are not fully consistent. The contact and branches pages give 5th Floor, Fadaq Park, 277 Brookside Close, Nairobi for all five, while the company profile page says the business is headquartered at Fortis Tower and the group's Kenyan development listings give 10th Floor, Fortis Tower, Woodvale Grove, Westlands. That pattern is consistent with a relocation, but no source states a move date, so treat both as current until the company clarifies.
The more important classification is what kind of business it is. Pam Golding Properties Kenya is an estate agency and property manager, not a developer. It says it specialises in residential and commercial sales, rentals and property management. Its property management page frames the work as safeguarding clients' investments in assets those clients own. On new-build projects such as Salonika Villas in Lavington, Dhahabu Village Phase 2 near Malindi and Jasmine Apartments in Malindi, it appears as the marketing and selling agent, and the listings do not name the developer behind any of the three.
Kenya's regulator classifies it the same way. The Estate Agents Registration Board defines a registered agent's functions as selling, letting, mortgaging, charging or managing immovable property, and bringing principals together or negotiating terms as an intermediary. That is agency work. It carries no obligation to build anything, and no developer registration attaches to it.
The distinction matters for a buyer, because it determines who is answerable for what. A brokerage that markets an off-plan development is not the counterparty on the construction contract and does not hold the buyer's deposit under a developer's obligations. Diligence on the project has to be done on the developer, separately, and in these three cases the developer is not named in the marketing.
The registration record, checked against the gazette
Kenya publishes its estate agency register, which makes this checkable rather than assumed.
Gazette Notice No. 4433 in Kenya Gazette Vol. CXXVIII No. 56, listing companies registered with the Estate Agents Registration Board as at 27 March 2026, includes Sandton International Limited t/a Pam Golding Properties at P.O. Box 66563-00800 Nairobi. It is one of 60 listed estate agency companies. The firm is properly on the register under its real corporate name.
The companion notice, No. 4432, lists individually registered estate agents under section 9 of the Estate Agents Act, Cap 533. Mohamed Shaif Sharif appears at registration number 1915 with the same postal box as the company, and also appeared in the equivalent 2025 gazette. Shaif Sharif is identified in the group's own 2021 reporting as head of sales at Pam Golding Properties Kenya.
Comparing the gazette against the 64 agents the Kenyan site publishes produces one clear match and nothing more that can be stated confidently. That comparison has real limits and should not be read as a finding about anyone. The gazette prints only those who renewed practising certificates as at that date, name orders vary, and transliterations differ. What can fairly be said is narrow: the firm is gazetted as a listed estate agency company, and at least one senior officer is individually gazetted.
Kunaal Samani signs the company profile as managing director and is described as principal on his own agent page. Which of those is his formal role, and whether he is the franchisee, an owner or a salaried manager, is not established by any source available. Nor is the Kenyan company registration number for Sandton International Limited, which sits behind eCitizen authentication. Anyone doing serious diligence should obtain an official company search rather than rely on the brand. Note also that a UK company shares the name Sandton International Limited and is unrelated.
Kenya Law's index records a High Court ruling of 2 July 2026 in Agoma Group Ltd v Sandton International Ltd t/a Pam Golding Properties and another, Commercial Appeal E021 of 2026, in the Commercial and Tax Division. That is the case metadata only. The substance of the dispute, which side appealed and the outcome are not established here, and nothing should be inferred from the existence of a commercial appeal. The point for a reader is procedural: Kenya Law publishes judgments, so a counterparty search there is part of ordinary diligence.
The group behind the brand, and a matter that concerns it
Pam Golding Properties was founded in 1976 by Pam Golding, who remained life president until her death in April 2018 and whose son Dr Andrew Golding has been chief executive since the mid-1990s. The group is privately held and publishes no shareholding. It says it has remained a family business. It launched its franchise network in 1993, and more than 200 of its roughly 300 offices are franchises. Since 1999 it has held a strategic association with Savills, and Savills' own Kenya page describes Pam Golding as its associate in the country, which is a relationship confirmed from both sides rather than claimed by one.
One live matter attaches to the South African parent and not to the Kenyan franchise, and the distinction should be kept explicit. Daily Maverick reported on 17 February 2026, in an investigation by Open Secrets, that a 2022 Maputo City Court judgment found the agency accepted payments of more than 20 million rand into its bank account for Ndambi Guebuza, son of the former Mozambican president, with payments routed through a subsidiary, and that Open Secrets calculated the firm and a law firm collectively received 110.9 million rand on his behalf. Open Secrets referred both firms to the Hawks in July 2025.
The same article carries the company's response, which belongs alongside it. Pam Golding Properties denied any wrongdoing, said a 2020 investigation by the Estate Agency Affairs Board found it had complied with all relevant legislative and regulatory requirements at the time the transactions took place, and said that any suggestion it was complicit in money laundering was untrue and unfounded, describing itself as an unwilling actor targeted by criminals in the way banks, lawyers and accountants are. No court has made a finding against the company on that referral. The Kenyan entity is not named in any of it.
No Kenyan regulatory action, disciplinary decision or competition authority matter involving Sandton International Ltd could be located. That is an absence in an open-source search, not confirmation from the board that none exists.
What to do with all this
The practical takeaway is a sequence rather than a verdict. Establish the legal name of the entity you are contracting with, which here is Sandton International Ltd. Check it against the gazetted estate agents register, where it appears. Buy an official company search for directors and shareholders, which the web will not give you. Then, separately, run the developer of the actual project, because an agency's registration says nothing about whether a building gets finished.
