Lagos Real Estate Briefing – May 1, 2026
Lagos Real Estate Briefing - May 1, 2026
Lagos opened the final week of April with a pair of headlines that frame the story for foreign investors watching the city. The Lagos State Government formally allocated land in Ibeju-Lekki for a master-planned commercial district called Downtown Lagos, anchored next to the Dangote Refinery and the Lekki Deep Sea Port. At the same time, the Edala Research 2025 Lagos Residential Market Report, covered by BusinessDay this week, warned that rents in core neighborhoods have surged more than 105 percent over the cycle while the city still carries a housing deficit of about 3.396 million units. Diaspora and offshore capital continues to flow into Eko Atlantic, Banana Island, Old Ikoyi, and the Lekki-Ajah corridor, but the buyer profile has shifted toward investors who insist on title clarity and a verifiable legit real estate developer track record before signing. The week's data points reinforce a market that is active but selective, with the premium on documentation and infrastructure adjacency rivalling the premium on postcode.
New Project Launches
The headline launch this week was Downtown Lagos, a high-density mixed-use business district allocated within Labour City in Ibeju-Lekki, unveiled on April 29, 2026 through a public-private partnership model in which the state provides land and policy support while private firms handle execution and financing. The Real Estate Developers Association of Nigeria attended the two-day unveiling, and project sponsors framed the design as a Nigerian read on Downtown Manhattan and Singapore's Central Business District.
Estate Intel data referenced in the BusinessDay coverage points to roughly 753 luxury apartments priced above one million dollars currently under construction across Old Ikoyi's B.A.G stretch, Eko Atlantic, Victoria Island, and Banana Island, with most units scheduled for delivery in 2026 and 2027. Eko Atlantic project pipelines named in the past week's coverage include Phoenix Rising, A&A Towers, and Louisville, with two-bedroom off-plan units listed from about 380,000 dollars.
The Lekki-Ajah corridor and Ikate continue to dominate new-build activity for terraces and serviced apartments, with developers citing improved road access and proximity to commercial nodes. Mixta Africa's Lagos New Town in Ibeju-Lekki, Lakowe Lakes, and Beechwood Park remain the active mid-to-upper estate plays, while UPDC, Cosgrove, Lekki Gardens, and Periwinkle Residences continue to populate the Lekki Phase 1 and Ajah pipelines. Buyers from outside Nigeria should still independently verify each legit real estate developer history through registry and project completion records before committing capital.
Ikeja GRA and Yaba activity remains thinner on new high-end launches this week, with most fresh inventory in those nodes concentrated in compact one and two-bedroom units aimed at the technology and corporate rental segment.
Foreign Buyer Policies
Nigeria's Land Use Act of 1978 remains the controlling framework. All land is vested in the State Governor, and a foreign buyer acquires a statutory right of occupancy, typically a 99-year leasehold, evidenced by a Certificate of Occupancy or a deed of assignment that has been stamped, perfected, and registered at the Lagos State Land Registry. Governor's Consent is required before any assignment, sublease, mortgage, or transfer involving a foreign party becomes legally effective.
A Federal Government Land Reform Task Team was inaugurated in late 2025 with a mandate that includes digital titling and a unified National Land Registry, alongside proposals to make Governor's Consent a more administrative process. Those reforms remain proposals, not law, so 2026 transactions still run on the existing manual consent and stamping pipeline.
The Nigeria Tax Act 2025, which took effect on January 1, 2026, repealed the standalone Capital Gains Tax Act and folded property gains into a progressive personal income tax structure with rates that scale up to 30 percent depending on total income. There is a one-time exemption for the disposal of a principal private residence covering the dwelling and up to one acre of adjoining domestic land. Stamp Duty on assignments, perfection costs, and consent fees continue to apply in addition to the new CGT regime.
Foreign individuals continue to enter Nigeria on Subject to Regularization visas that convert to a CERPAC residency permit, which is the standard documentation foreign-resident buyers use alongside Tax Identification Numbers when registering title. Repatriation of sale proceeds and rental income still flows through the Central Bank of Nigeria's Form A and Certificate of Capital Importation framework, which is the audit trail offshore investors need to move dollars out lawfully.
A persistent risk highlighted in the past week's coverage is incomplete title perfection. Buyers who pay in full but skip Governor's Consent, stamping, or registration end up with a contractual claim rather than a legally enforceable interest. Working only with a verified legit real estate developer and a separately retained Nigerian property lawyer remains the standard mitigation.
Market Trends and Pricing
The Edala Research report flagged by BusinessDay this week describes Lagos rents as having entered a hyper-inflationary regime, with average rents in key nodes up more than 105 percent over the cycle and a "landlord inflation gap" widening between rental prices and the official consumer inflation rate of 14.45 percent recorded in November 2025. The Monetary Policy Rate held at 27 percent through early 2026, which the report says is crowding out speculative buyers and tilting the market toward developers with deep balance sheets.
Specific data points from the week's reporting include one-bedroom apartments in the Ajah-Sangotedo corridor moving from roughly 500,000 naira annually in 2020 to about 2 million naira today, Yaba studios climbing 400 percent over the same window to about 1.5 million naira, and Surulere one-bedroom units up 300 percent. At the top of the market, Eko Atlantic one-bedroom rentals were quoted at 400 million naira and studios at 285 million naira, while Banana Island three-bedroom homes have moved from 11 million to 27.5 million naira and four-bedrooms from 18 million to 30.5 million naira between 2020 and 2025.
On capital values, Banana Island and Eko Atlantic remain the two highest price-per-sqm zones in the city, with Banana Island at roughly 5 to 9 million naira per sqm and Eko Atlantic at 4 to 8 million naira per sqm, or roughly 1,250 to 3,000 dollars per sqm depending on whether the plot is inner-city, boulevard, or oceanfront. Gross rental yields in the prime nodes have compressed to the 3 to 4 percent range, while one and two-bedroom apartments outside the prime cluster still print 8 to 10 percent gross.
By comparison, Abuja and Port Harcourt continue to trade at lower absolute price-per-sqm and slightly higher cash yields on mid-market product, but neither matches Lagos on transaction volume, dollar-denominated rental demand, or diaspora absorption depth.
Infrastructure
The Lekki-Epe Expressway dualization, including the Eleko-to-Epe stretch on rigid pavement with three lanes in each direction, has measurably moved values along the eastern corridor, with Epe reportedly recording an 18 percent nominal price increase over the past year on the back of road completion and the Dangote Refinery payroll. Dangote Industries also signed a 350 million dollar engineering contract this cycle to expand the Lekki refinery capacity from 650,000 barrels per day toward 1.4 million.
Lagos State announced this month the acquisition of an additional 24 rail cars to strengthen the Red Line fleet, which runs 37 kilometres from Agbado in Ogun State through Ikeja, Oshodi, Mushin, and Yaba to Oyingbo. The Blue Line, opened in September 2023, is now running roughly 36 trips per direction daily on a 23-minute headway per LAMATA's published February 2026 schedule. Construction on the Green Line, awarded to China Harbour Engineering Company and the Ministry of Finance Incorporated, began in April 2025 and is the next major rail axis being layered onto the eastern corridor.
The Lekki Deep Sea Port is now operational, and BusinessDay's reporting notes that the port and the planned Fourth Mainland Bridge are reshaping the centre of gravity of new development toward the coastal corridor and the Ajah-Sangotedo middle-income belt. Eko Atlantic City's land reclamation is past 80 percent, and tenant migration into the new Financial District has accelerated, with FirstBank's 40-floor headquarters cited as the anchor move.
The 7th Axial Road, designed to connect Lekki Deep Sea Port traffic to the wider expressway network, is moving through environmental and social impact review, with the Federal Government framing it as the primary congestion-relief route for the port's growing freight volume.
Developer Activity
UPDC remains active across Ikoyi and Lekki on residential redevelopment and joint ventures with institutional capital. Mixta Africa is continuing the Lagos New Town buildout in Ibeju-Lekki and the Lakowe Lakes Golf and Country Estate, alongside Beechwood Park, Marula Park, and Adiva Plainfields. Landmark Africa's Victoria Island estate continues to anchor mixed-use waterfront product. Cosgrove Real Estate, Lekki Gardens, and Periwinkle Residences are the recurring names in the Lekki Phase 1 and Ajah mid-market segment, while First Investment Nigeria and Cappa & D'Alberto are visible on engineering and contracting roles across multiple Eko Atlantic and Ikoyi towers.
Eko Development Company, the master developer of Eko Atlantic, continues to release plot allocations across inner-city, boulevard, and oceanfront tiers, and Chaplin Homes has expanded its serviced-apartment footprint in Ikate and Lekki Phase 1. Estate Intel and BusinessDay both note that the developer field is bifurcating, with execution-capable firms taking share from speculative players exposed to the high cost of capital.
For foreign buyers, the practical takeaway from the week's reporting is that brand visibility and marketing spend are not the same thing as a legit real estate developer track record, and verifying delivery history and litigation exposure project by project still matters more than pricing tier. Bektu's platform was built specifically to surface that verification layer, with developer histories, project completion records, and title status pulled into a single view that readers can cross-check before they commit.
Closing
The week's takeaways for foreign investors are straightforward. Downtown Lagos in Ibeju-Lekki adds a new state-backed commercial anchor to an already dense pipeline along the Lekki-Epe axis. The Nigeria Tax Act 2026 has reset capital gains treatment for property disposals, and Governor's Consent reform remains a proposal rather than law. Rental inflation continues to outrun headline CPI, prime nodes are trading on dollar-denominated yields, and the fastest-growing buyer segment is diaspora capital that prioritises documentation over pitch decks. Readers can verify a legit real estate developer history, project status, and title posture through Bektu's transparency platform before engaging on any of the projects covered in this briefing.
