How to Verify a Property Developer in the Philippines: License to Sell, Titles, and Red Flags
Before you pay anything for a Philippine condominium, you should be able to answer one question with documents in hand: is this developer legally allowed to sell this project, and have they finished what they started before? Almost every way a foreign buyer loses money here traces back to skipping that check. This is the step-by-step on how to verify a developer in the Philippines, what records to pull, and the red flags that should stop a deal.
Start with the License to Sell
The single most important document is the License to Sell (LTS). Under Presidential Decree 957, the Subdivision and Condominium Buyers' Protective Decree, every condominium project must be registered and licensed before any unit can be marketed or sold. The regulator is the Department of Human Settlements and Urban Development (DHSUD), which absorbed the functions of the old Housing and Land Use Regulatory Board (HLURB) in 2019.
An LTS is not a formality. To get one, the developer must have registered the project, posted a performance bond, and had the project reviewed for compliance with PD 957. When a project has a valid LTS, it means the government has inspected it and the developer is bonded. When it does not, you have no protection at all.
How to verify: ask the seller for the Certificate of Registration and License to Sell by exact project name, then confirm them independently. DHSUD periodically publishes lists of licensed projects, and its regional offices will confirm whether a specific project is registered and licensed if you ask. Do not accept a photocopy as proof; confirm with DHSUD directly.
