Golden Visa Through Property in UAE: The 2026 Rules for AED 2M+ Buyers

The UAE Golden Visa is a 10-year renewable residency permit. For property investors, it requires a minimum investment of AED 2 million. That much is widely advertised. What most marketing materials leave out is the specific conditions, the mortgage rules that changed in late 2025, the family sponsorship mechanics, and the actual processing timeline from application to Emirates ID in hand.

This guide covers the current rules as of May 2026, including the recent changes that widened eligibility for mortgaged properties.

The AED 2 Million Threshold: What Counts

The UAE Government's official portal confirms that property investors must hold real estate with a total purchase value of at least AED 2 million to qualify for the Golden Visa.

Here is what qualifies:

Completed properties with a title deed. The most straightforward route. You hold one or more title deeds issued by the relevant land department (DLD in Dubai, DMT in Abu Dhabi, RERA in RAK), and the combined purchase value equals or exceeds AED 2 million.

Off-plan properties. Off-plan purchases qualify provided the total purchase value meets the threshold and you can document the investment through a registered sales and purchase agreement (SPA). The property does not need to be completed for Golden Visa eligibility.

Multiple properties. You can combine multiple properties to reach the AED 2 million total. They do not need to be in the same emirate, though the application is processed through the land department of the emirate where you hold property.

Mortgaged properties. This is where the rules changed significantly. As of late 2025, the UAE scrapped the previous requirement that investors must have paid at least AED 1 million upfront toward the property value. Mortgaged and financed properties now qualify for the Golden Visa provided the total purchase value meets AED 2 million, regardless of how much has been paid off.

The Mortgage Rule Change: What It Means in Practice

The previous rule required Golden Visa applicants to demonstrate that at least AED 1 million of the property's value had been paid from their own funds. This effectively excluded buyers who had recently purchased with a high loan-to-value mortgage.

The February 2026 update removed this restriction. The new requirements for mortgaged properties are:

1. The total purchase value of the property (or combined properties) must be AED 2 million or more

2. You must provide a No Objection Certificate (NOC) from your financing bank

3. The bank NOC confirms property details, outstanding balance, and that the bank does not object to the visa application

4. Most UAE banks process NOCs within 5 to 10 business days

This change substantially widened the pool of eligible investors. A buyer who purchased a AED 2.5 million apartment with a 75% mortgage (AED 625,000 down payment) now qualifies for the Golden Visa from day one, provided the bank issues the NOC.

The Application Process: Step by Step

The Golden Visa application for property investors follows this sequence:

Step 1: Gather Documentation

Required documents include:

- Valid passport with at least 6 months remaining

- Title deed(s) or registered SPA(s) showing property ownership

- Bank NOC (if the property is mortgaged)

- Property valuation certificate from the relevant land department

- Passport-size photographs

- Health insurance valid in the UAE

- A clean criminal record (some nationalities require a police clearance certificate)

Step 2: Submit Through the Land Department

In Dubai, applications are submitted through DLD Cube, which coordinates with the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) for residency issuance. In Abu Dhabi, submission is through the Tamm portal.

The land department verifies your property ownership and forwards the application to ICP.

Step 3: Medical Examination and Biometrics

Once preliminary approval is received, you complete:

- A medical fitness test at an approved health center (blood test and chest X-ray)

- Biometric enrollment (fingerprints and photograph) at an ICP center

These steps must be completed in the UAE. You cannot do them remotely.

Step 4: Emirates ID and Visa Stamp

After medicals and biometrics, the Emirates ID is typically issued within 10 business days. The residency visa is stamped in your passport or issued as an electronic visa.

Total processing time from initial application to Emirates ID in hand: approximately 2 to 4 weeks, assuming all documentation is complete and no complications arise. Delays most commonly result from incomplete bank NOCs, mismatched property details between the title deed and the application, or backlogs at ICP processing centers.

Family Sponsorship

Golden Visa holders can sponsor the following family members:

Spouse. Sponsored for the same 10-year term as the primary holder. Requires marriage certificate (attested and translated if not in Arabic or English).

Children. Male children can be sponsored until age 25. Female children can be sponsored regardless of age (until marriage). Children with special needs can be sponsored regardless of age or gender.

Parents. Golden Visa holders can sponsor their parents for renewable residency. This requires proof of the family relationship (birth certificate, attested) and health insurance for the sponsored parents.

Domestic staff. Golden Visa holders can sponsor household staff (domestic workers, nannies, drivers) proportional to the family size and property.

Each sponsored family member requires their own medical examination, biometric enrollment, and Emirates ID. The sponsorship application is submitted alongside or after the primary holder's visa issuance.

What the Golden Visa Does and Does Not Give You

What You Get

- 10-year UAE residency, renewable

- No minimum stay requirement (you can live outside the UAE for extended periods without losing status)

- Ability to sponsor family members as described above

- UAE Emirates ID, which functions as a national identity document

- Ability to open UAE bank accounts and access financial services

- Access to UAE healthcare and education systems

- Ability to form companies and conduct business in the UAE

What You Do Not Get

- UAE citizenship (the Golden Visa is a residency permit, not a pathway to citizenship, although the UAE has introduced a separate citizenship-by-nomination program that operates independently)

- Tax residency certificate automatically (you must separately apply for a Tax Domicile Certificate through the Federal Tax Authority, which requires demonstrating actual residence in the UAE for at least 183 days per year)

- Automatic right to work for a UAE employer (employment requires a separate work permit, though Golden Visa holders can freelance or operate their own businesses)

Common Mistakes and How to Avoid Them

Buying a property valued at exactly AED 2 million. The purchase value on the title deed or SPA must be at least AED 2 million. Some buyers discover that the registered value is slightly below the threshold due to rounding, discounts, or the way the developer structured the deal. Verify the exact purchase value as recorded by the land department, not the developer's marketing price.

Assuming the property value has appreciated to AED 2 million. The threshold is based on purchase value, not current market value. If you bought a property for AED 1.5 million and it is now worth AED 2.5 million, you do not qualify based on that property alone. The registered purchase price on your title deed is what counts.

Not getting the bank NOC early enough. If your property is mortgaged, request the NOC from your bank before starting the application. NOC processing takes 5 to 10 business days, and some banks are slower. Having it ready prevents the most common delay.

Letting the Golden Visa expire without renewal. The 10-year term requires active renewal. Set a reminder for renewal well before expiry. Lapsed visas require a fresh application.

Selling the qualifying property. If you sell the property that qualified you for the Golden Visa and do not replace it with another property meeting the threshold, your visa may not be renewed. The property condition must be maintained throughout the visa's validity.

The Cost Breakdown

Beyond the property investment itself, here are the direct costs of obtaining a Golden Visa through property:

- DLD property registration: 4% of property value (paid at purchase, not at visa application)

- Golden Visa application fee: approximately AED 2,800 to AED 4,800 depending on the emirate and processing channel

- Medical fitness test: approximately AED 300 to AED 500

- Emirates ID: approximately AED 370

- Health insurance: varies (AED 3,000 to AED 15,000+ per year depending on coverage)

- Bank NOC (if applicable): AED 250 to AED 500

Total direct visa costs (excluding property and insurance): approximately AED 4,000 to AED 6,000 per person.

Family sponsorship adds the application fee, medical, and Emirates ID costs for each additional person.
