Fukuoka's property market entered the second half of April with the clearest picture yet of how deep the Tenjin Big Bang is reshaping downtown floorplates, and with Japan's new nationwide rules for non-resident buyers now fully in force since April 1. The Fukuoka Asian Urban Research Center revised its economic impact estimate for the Tenjin redevelopment to about ¥1.89 trillion, more than double its 2015 figure, after the number of planned buildings rose from 30 to 57. On the policy side, the April 1 activation of the updated FEFTA rules means every non-resident purchase, residential ones included, now requires a Form 22 filing with the Ministry of Finance within 20 days, and every buyer, Japanese or foreign, must disclose nationality when registering title at the Legal Affairs Bureau. For foreign investors working through a legit real estate developer with a verified track record, the compliance workload increased but the underlying freehold framework stayed untouched. The Fukuoka Asian Urban Research Center's April 19 update pegs total new floor space at about 537,500 square meters, 1.7 times the earlier projection, pulling absorption forward in Chuo-ku.
- Kyushu Electric Power and Kyuden Fudosan are moving ahead with Groundi, their new luxury condominium brand, with construction of the first nine-story, 10-unit project just south of Ohori Park set to begin in spring 2026 and finish in March 2028. Units are expected to price above ¥100 million, with a 250-square-meter penthouse overlooking the park. Ohori-edge neighborhoods such as Otemon and Akasaka remain among the three most expensive residential areas in Fukuoka.
- Nomura Real Estate's H¹O Hakata Ekimae, the group's first serviced office product in Fukuoka, was completed on December 26, 2025 and opened in February 2026. A second location, H¹O Nakasu-Kawabata, is scheduled for a December 2026 completion and spring 2027 opening, one minute from Nakasu-Kawabata Station in Hakata Ward.
- Best Denki's Fukuoka Honten in central Tenjin closed on February 15, 2026 to clear the site for a 21-story, four-basement mixed-use tower with offices, retail, and a hotel, completion slated for December 2026. This is one of several Tenjin Big Bang parcels where demolition timelines have compressed the central pipeline.
- Akiya inventory in Fukuoka Prefecture remains deep at roughly 10,659 listed properties, with municipal renovation grants ranging from ¥1 million to ¥5 million for buyers who commit to live locally. Total budgets for foreign investors typically run ¥15 million to ¥30 million all in, since Japanese banks rarely extend mortgages on pre-1981 rural akiya.
Foreign Buyer Policies After the April 1 Reset
- Japan still has no nationality-based restrictions on property ownership. Non-resident individuals and corporations can buy land, houses, and apartments freehold under the same conditions as Japanese nationals, with no foreign-buyer surcharge, no approval requirement, and no cap on the number of properties held.
- Since April 1, 2026, all real estate acquisitions by non-residents require a FEFTA Form 22 filing with the Minister of Finance via the Bank of Japan within 20 days of the acquisition date, regardless of whether the property is for residence, rental, or investment. The previous residential exemption was removed after the Ministry of Finance concluded that some "residential" declarations were not being used as homes.
- All buyers must now disclose nationality at the Legal Affairs Bureau when registering ownership transfers, including inheritance and gift transfers. The data is held internally for monitoring and is not listed on the public registry, so privacy on the 登記簿 itself is preserved.
- Foreign corporations acquiring large-scale land must report the nationality of their representative, and if a majority of executives or shareholders share a nationality, that must also be reported. This does not generally apply to standard residential purchases by corporate vehicles.
- Non-resident owners must appoint a Japanese tax agent (納税管理人) to handle fixed asset tax, city planning tax, and withholding on rental income. Bank wires above ¥30 million trigger a Payment Report filed by the receiving bank within 10 days, and transfers above ¥2 million require identity verification under the anti-money-laundering framework.
Market Trends and Pricing
- Fukuoka residential land prices rose about 9 percent year on year in the most recent MLIT data cycle, the highest gain among major Japanese cities, with Tenjin and Hakata core parcels leading. Commercial land growth in the central wards has run above 6 percent annually, outpacing Tokyo's central three wards.
- Condominiums in prime central Fukuoka (Tenjin core around Watanabe-dori, Ohori-edge neighborhoods, and the Daimyo-Imaizumi-Kego cluster in Chuo-ku) transact in the ¥700,000 to ¥1,300,000 per square meter range, with top-tier towers clearing higher. Well-priced central listings still move in weeks rather than months.
- Gross residential yields in Fukuoka sit around 4.72 percent citywide, versus roughly 3.5 percent in Tokyo and Osaka, per recent PropertyAccess and Japan-Property data. Typical investment yields run 3.5 to 6.5 percent depending on the ward and unit size, with one-room and compact units at the higher end.
- Foreign buyers made up about 27 percent of Japan transactions in 2025, up from roughly 21 percent five years earlier, according to industry tracking reported by PropertyAccess. The April 2026 FEFTA changes are expected to slow reporting timelines but not deter volumes, since the rules formalize what many legit real estate developers already disclosed voluntarily.
