Fukuoka's property market is entering Q2 2026 with steady momentum. Land prices continue to climb for a fifth straight year, the weak yen keeps drawing foreign capital, and the city just got one of its biggest development announcements in years: a 50-hectare smart city on the old Kyushu University campus. Meanwhile, new FEFTA reporting rules that kick in today (April 1) mean foreign buyers now face a bit more paperwork, though ownership rights remain fully open.

1. New Project Launches

-Hakozaki Smart City master plan revealed:A Sumitomo Corporation-led consortium published a detailed blueprint for the former Kyushu University Hakozaki campus in Higashi Ward. The project spans roughly 50 hectares, with 29 hectares being developed by eight private companies in phases running from fiscal 2028 through 2036. Plans include six distinct zones: an "Innovation Core" for healthcare and food research, a "Welcome Zone" with large-format retail, a "Wellness Zone" with hospitals and clinics, plus residential areas with an international school, student housing, and multi-generational living. 2. Foreign Buyer Policies

-FEFTA reporting overhaul takes effect today (April 1 2026):The residential exemption has been removed. All property purchases by non-residents now require FEFTA Form 22 reporting within 20 days of acquisition, regardless of whether the property is for personal use, rental income, or investment.
