Fukuoka's property market is in full stride.Residential land prices jumped around 9% in 2025 - well above the national average of 2.1% - and the momentum hasn't stalled heading into mid-2026. The luxury segment just hit a historic milestone, new FEFTA reporting rules are kicking in on April 1st, and major redevelopment programs are reshaping the city's two commercial cores. For foreign investors especially, there's a lot to keep track of right now.
1. New Project Launches
-MJR Akasaka Gate Tower (JR Kyushu)is the headline project this cycle. A unit in this Chuo-ku luxury tower sold for 1 billion yen at the end of December 2025 - the highest price ever recorded for a new condominium apartment in Fukuoka since the year 2000. The record-breaking unit covers roughly 325 square metres with a 3LDK layout, panoramic views of the city and Hakata Bay, and sits just a six-minute walk from Akasaka Station on the Fukuoka City Subway Airport Line. The 23-storey, 161-unit tower is expected to reach full completion in August 2027. 93 units were already contracted by priority customers before general sales even opened - the next public sales phase is expected in mid-March 2026. Average pre-sale pricing for units sits around 170 million yen.Source
-Tenjin Big Bang new-build pipelinecontinues to generate the highest concentration of new residential listings in Fukuoka. New builds currently represent roughly 20-25% of all residential listings citywide, with development activity clustered in Tenjin, Ropponmatsu, Ohori, and Hakata-ku near the station. Hot neighbourhoods like Daimyo, Imaizumi, Yakuin, and Ropponmatsu are seeing 15-25% price appreciation over the past 2-3 years as gentrification accelerates.Source
2. Foreign Buyer Policies
This is the big one right now - a significant regulatory change lands in four days.
-FEFTA reporting expansion (effective April 1, 2026):Until now, non-resident foreign buyers who purchased property for personal residential use were exempt from filing a government report. That exemption disappears on April 1st. From that date, all real estate acquisitions by non-residents - whether for investment, rental, or personal use - require filing Form 22 with the Ministry of Finance via the Bank of Japan within 20 days of purchase. Penalties for non-compliance can include fines and, in serious cases, criminal liability.Source
-Nationality disclosure at registration:Starting in fiscal year 2026, all property buyers must disclose their nationality when registering an ownership transfer at the Legal Affairs Bureau. This data will be held internally by the government and will not appear in public registry records. A transparency measure, not a restriction.Source
-Corporate foreign buyers:Foreign corporations purchasing large-scale land must now disclose the nationality of their corporate representative and the dominant nationality of executives or shareholders where applicable.Source
-Future legislation on the horizon:The ruling LDP-Nippon Ishin coalition has flagged a bill to strengthen regulations on foreign land acquisition for the 2026 ordinary Diet session. Nothing has been tabled as of late March, but worth watching. Foreign ownership itself remains unrestricted for now.Source
-The yen factor:The weak yen continues to give overseas buyers a meaningful discount, sustaining foreign demand from Hong Kong, Singapore, Taiwan, South Korea, and the US.Source
