South Energyx Nigeria Limited is the designated city planner and developer for Eko Atlantic. It sits under the Chagoury Group, the conglomerate founded by the Lebanese-Nigerian Chagoury family, whose interests in Nigeria span construction, hospitality, manufacturing, and infrastructure going back decades. The group's construction arm has a long history of large civil-engineering work in the country, which is the relevant credential here: Eko Atlantic is, before it is anything else, one of the largest land-reclamation projects on the African continent.

The Lagos State Government is the strategic partner. It granted the development framework and provides the regulatory anchor, while the Federal Government has lent support to the scheme. The private capital, the engineering, and the delivery responsibility sit with South Energyx. What has actually been built

Eko Atlantic stands on roughly 10 million square metres of land reclaimed from the Atlantic Ocean off Victoria Island. By 2026, more than 80 percent of that reclamation is complete. The entire city is shielded by the Great Wall of Lagos, an 8.5-kilometre sea revetment of accropode units engineered to hold back ocean surge and stop the coastal erosion that had been eating Bar Beach for years. That sea defence is the project's founding rationale and its single most important piece of infrastructure.

The plan calls for a self-contained city with its own independent power generation, water treatment, drainage, telecommunications backbone, and road network, laid out in districts including Eko Pearl, Eko Energy, Marina, and the central business district. Pricing reflects the ambition. Reported land values have reached around $1,720 per square metre, which places Eko Atlantic at the very top of the Nigerian market and well above mainland Lagos.

What a foreign buyer should understand about title

Eko Atlantic sits on reclaimed land with its own title framework, and the development markets long-term leasehold interests rather than the freehold concept buyers from common-law countries might expect. This is consistent with Nigerian land law generally. Under the Land Use Act of 1978, all land in a state is vested in the Governor, who holds it in trust and grants rights of occupancy. A buyer does not get allodial ownership; they get a right of occupancy evidenced, in the normal case, by a Certificate of Occupancy, and any transfer requires the Governor's consent under Section 22 of the Act.

For Eko Atlantic specifically, the practical questions are whether the sub-developer selling you a unit has clean, registered title from South Energyx, whether the development agreement and service charges are clearly documented, and whether the building you are buying into has a credible completion timeline. The city's master infrastructure is real and largely in place, but individual towers are delivered by a range of sub-developers of varying track records, and that is where delivery risk concentrates.

This is exactly the layer where verification pays off. Before committing to a unit inside Eko Atlantic, a buyer should confirm the sub-developer's corporate registration with the Corporate Affairs Commission and check whether that company has delivered comparable projects before.
