Cyprus Puts 12,000 Golden Visa Permits Under Review Before Schengen Entry
Cyprus is reviewing roughly 12,000 residence permits issued under its investment migration scheme since 2013 to confirm the holders still meet the conditions they qualified on, Deputy Minister of Migration and International Protection Nicholas Ioannides told the House audit committee on 24 September 2026. He said decisions on tightening the programme were expected, and framed both moves against the island's pending entry into the Schengen area.
What it means for a foreign buyer
If you already hold a Cyprus permit granted on a property purchase, the review is the part that touches you. The scheme has always required the qualifying investment to be retained, not merely made once at application, and the sweep announced on 24 September is a retrospective check of exactly that across the whole stock of permits back to 2013. Anyone who sold the qualifying property, refinanced it, moved the holding into a company, or let the supporting income condition lapse is now inside a verification exercise rather than outside one. Pull your file together before you are asked for it: the title deed or sale contract lodged with the Land Registry, proof the purchase price was remitted from abroad, and evidence the secured annual income still exists.
If you are considering the route rather than holding it, the direction of travel is one way. The threshold sits at 300,000 euros today and every option Ioannides floated raises the cost or narrows the field, with no proposal on the table that makes the scheme cheaper or easier. Nothing has been legislated yet, so the current terms remain available to anyone who completes now, and a buyer part-way through a purchase has a reason to close rather than wait out the consultation.

What changed
Two things, and only one of them is a rule.
The review is operational and already under way. About 12,000 permits granted since 2013 are being checked against the conditions attached to them. Ioannides put recent issuance at roughly 1,500 permits over the past two years, a modest run rate against that back catalogue.
The permit count itself is unsettled. Officials told MPs in April 2026 that 7,088 golden visas were valid. A finance ministry letter from 2025 counted 12,189 applications approved and pending, which suggests the 12,000 figure describes total approvals rather than permits live today. The gap matters, because it sets how many current holders the sweep actually reaches, and the government has not reconciled the two numbers publicly.
The tightening is still a set of options rather than a text. Ioannides pointed to higher investment thresholds, possibly tiered by region in the way Greece now prices Attica and the islands above the rest of the country, and to redirecting qualifying investment toward education, defence and innovation instead of the present categories. No draft has been published and no effective date has been set.
