Non-residents can buy just as freely as residents. The one genuine administrative gate is the NIF, the número de identificação fiscal, Portugal's tax identification number. You cannot open a bank account, sign a deed, or pay property tax without one. It is issued by the Autoridade Tributária e Aduaneira, the Portuguese tax authority, and non-EU residents typically obtain it through a fiscal representative or a lawyer. Getting the NIF is the first thing you do, before you make an offer, not after.
