Armenia Approves the Exam Rules Realtors Must Pass to Broker Legally
Armenia's government approved on 1 October 2026 the procedure for the professional qualification exam that real estate brokers must pass to obtain the certificate required under the Law on the Activities of Realtors, putting the Cadastre Committee in charge of deciding who may legally broker a property transaction in the country.
What it means for a foreign buyer
If you are buying in Yerevan or anywhere else in Armenia, the agent handling your purchase is moving from an unregulated trade to a certified one, and the certificate is a document you can ask to see. Until now no state test existed for an Armenian realtor and no official status could be verified, leaving a foreign buyer to rely on an agency's claims about itself. Once the exam is running, a broker either holds a certificate issued through the Cadastre Committee's qualification committee or does not.
The practical change is in what you ask for before signing. Request the broker's qualification certificate and the agency's registration details alongside a written service contract, rather than accepting a verbal commission arrangement. The exam carries a real eligibility bar: candidates need higher education, with an exception for those who have completed specialised certified courses such as the programme at the National University of Architecture and Construction of Armenia. Certification is therefore a filter rather than a registration formality, which gives you reason to question an agent who has not sat it once the regime is live.
Ask for the certificate at the first meeting, not at signing.
What changed
Before 1 October there was a statute on the books but no working mechanism behind its central requirement. The Law on the Activities of Realtors makes a professional certificate the condition for conducting brokerage activity legally, and the Cabinet resolution supplies the missing piece: the rules for the exam that produces that certificate, including who sits on the examining body, who may take the exam and how results can be challenged.
